The objectives of the differential rate and the criteria on the basis of which that rate was declared and the rate and amount of rates payable in relation to land in each category of differential rating and what proportion of the total rates and charges this represents (Section 161(3)).

loCAl lAWS ADoPTED BY COUNCIL


The Horsham Rural City Council has adopted a total of nine Local Laws. At the present time, two Local Laws are current:-


Number 1 Meeting Procedures Law


Number 2 General Local Law 1999 (which became effective on and from 1 January 2000)


During 1999 a review of Local Laws was conducted. In the latter half of 1999, following public consultation, Council’s Local Laws were rewritten in a much simpler form and the issues covered by the following seven Local Laws were then condensed into the new Local Law No 2:


• Consumption of Liquor in a Public Place; • Driving of Livestock; • Streets and Roads;


• Control of Unsightly, Untidy, Dangerous or Hazardous remises;


• Municipal Places; • Environment; and • Environmental Health (Animals & Birds)


During 2002 Council adopted an amendment to Local Law No 2 which prohibits people from allowing unreasonable noise from electronic equipment to emanate from a motor vehicle. There have been no subsequent changes to Local Laws although a review of Local Law Number 2 commenced in June 2010 and is expected to be completed by December 2010.


Copies of all Local Laws may be inspected at the Council’s Horsham and Natimuk Offices during business hours and are available on the website www.hrcc.vic.gov.au


Key Achievements


• Introduced working dog registration for farmers where microchipping is exempt


• Introduced reduced cat registration fees for desexed cats being registered for the first time


• The first time we have been able to conduct an intensive doorknocking campaign to detect unregistered animals


• Preparing to computerize our infringement issue system at mobile locations


• 100% success in court where accused has been found guilty and convicted
