• official visit to Horsham by Her Excellency, Ms Quentin Bryce, AC, governor-general of the Commonwealth of Australia on Wednesday 1 July, 2009 to the Sunnyside Lutheran Retirement Village.
• The Premier, the Hon John Brumby MP, during his visit to Horsham on Friday 10 July 2009 officially announced Regional Development infrastructure Funding of $5 million towards redevelopment of the Horsham Town Hall and Regional Art gallery.
October 2009
• Awakenings Festival official opening by the Hon lisa Neville MP, Minister for Mental Health, Community Services & Senior Victorians on 22 october, 2009.
November 2009
• The Hon John Brumby, MP, Premier and the Hon Joe Helper, MP, Minister for Agriculture officially announced the State government’s new $47 million Drought Package for Victorian farmers for 2009/2010 at the farm of Mr David Jochinke at Murra Warra in the northern Wimmera region on Thursday, 22 october, 2009.
• 50 Years of Rock in the Wimmera Celebration 27-29 November, 2009.
December 2009
• Cr Michael Ryan was officially ‘sworn in’ as Mayor for the year 2009/2010 at the Council’s Statutory Meeting held on Thursday, 3 December, 2009.
January 2010 •
Council’s major celebration of Australia Day was held on Tuesday 26 January, 2010 at Sawyer Park, Horsham which attracted strong support from the Horsham community, with an estimated 500 people attending. The Australia Day address was given by Ambassador, Dr Bronwyn King, Radiation oncologist and former doctor for the Australian Swimming Team.
August 2009
• The Minister for Sport, Recreation and Youth Affairs, The Hon James Merlino MP announced on 27 August 2009 a $200,000 grant to Council for the installation of lighting at the Horsham City oval, from the Australian Country Football and Netball program.
September 2009
• official visit by the HRCC to Bayside City Council on the weekend of 5 & 6 September, 2009. Council formally signed a Regional Friendship Alliance and Memorandum of Understanding between the Bayside City Council based at Sandringham and the Horsham Rural City Council on the 16 July, 2007.

• At the Horsham Australia Day Ceremony, His Worship the Mayor, Cr Michael Ryan conducted an Australian Citizenship Ceremony for Mrs Moushumee Mahmood of Bangladesh who has chosen to become an Australian Citizen. The 2010 Australia Day Awards were presented to Mr gary Aitken, Citizen of the Year Award; Mrs Sarah Mclean, Young Citizen of the Year Award and “50 Years of Wimmera Rock” the Community Event of the Year Award.

• official “re-opening” on Sunday, 7 February, 2010 of the boardwalk connecting Weir Park with the Yanga Track which was destroyed in the disastrous “Black Saturday”, Remlaw, Haven and Drung bushfire on Saturday, 7 February, 2009.
