MESSAgE FRoM THE MAYoR
it is a great privilege to present this Annual Report to you on behalf of Horsham Rural City Council, outlining the major initiatives that have progressed during the 2009-10 financial year. Some fresh faces joined Council in the last year and they are making an excellent contribution in their role as elected
Councillors. We are honoured to be your representatives and i’m pleased to report we have been working hard on the many matters that come before Council.
Strategic Approach
The Council continues to take a visionary and strategic approach to the development of future projects and has made progress in a number of important areas. These include decisions and initiatives relating to the Council’s Environment Sustainability Strategy, community visioning, and involvement in a number of important projects. Council must ensure that proposed developments maximise benefits and minimise potential negative impacts on the community.
Partnerships
Horsham Rural City places great importance on joining forces with groups where together we can make a difference. We continue to work with schools, government agencies, service clubs, and many other community, arts and sporting associations.
Sustainability Throughout the year Council has focused on sustainability issues and has adopted an Environment Sustainability Strategy. The action required in this strategy will guide the actions of CouncilÕ s staff on an everyday basis.
Cultural Events and Resources our cultural resources and events are a celebration of much of what this community is - and an integral part of its vitality - providing a chance for everyone to connect to the community spirit and enjoy diverse activities. Horsham Rural City works to provide a wealth of events and programs; extending from the Art is...Festival, the Awakenings Festival to other community concerts and family days.
Engagement and Consultation
Horsham Rural City acknowledges the importance of engaging the community in the decision making process and has acted proactively to involve the community in

developing the CBD Parking Strategy, Council’s Budget process, the Town Hall and Art gallery Redevelopment Project and the Horsham North Urban Design Framework among others.
Providing for the Future One of CouncilÕ s fundamental responsibilities is to provide effective and sustainable stewardship of the CityÕ s resources. Council continues to prepare responsible budgets supporting sound financial management strategies. Resources continue to be made available for responsible governance, a large range of community services, and capital initiatives, including the Wimmera Intermodal Freight Hub project, established in partnership with the state and federal governments and private enterprise.
I acknowledge the contribution of Mr Kerryn Shade in his role as Chief Executive officer of the Horsham Rural City Council over the past fifteen years. He has made a significant contribution to our municipality and the broader local government sector. i wish Mr Shade and his wife a long and enjoyable retirement.
I take this opportunity to thank my fellow Councillors and the team of hard working staff members across the whole organisation for their commitment and vision. lastly, i extend my thanks to the Horsham Rural City community – a great deal has been achieved within the last year and this would not be possible without the input and support you provide to us.
