New Victorian Local Government Services Reporting


The Essential Services Commission of Victoria has been engaged to undertake the development of a state-wide performance monitoring framework for local government service delivery.


Senior management, councillors and key council staff have participated in a number of consultations to provide information in developing the range of indicators that will provide unbiased information about service delivery from the perspective of service recipients.


Council has provided two written submissions commenting on the draft documents and recommended indicators, also recommending that a high priority be given to streamlining current reporting requirements. As well as raising concern with regard to the resources required in developing the framework that will be required to establish the collection, maintenance and verifying of the required information.


A pilot report will be submitted to the Minister for Finance and the Minister for local government in January 2011, with Horsham Rural City Council being involved in the second stage scheduled for the following year.


4. Competitive Tendering


in the 2009-2010 financial year Council submitted 33 projects to competitive tender to a total value of $5,531,001.00


In addition to service reviews, the Best Value program includes the following mechanisms:


Annual Community Satisfaction Survey


Council maintained a high standard in the published results of this statewide survey; although its indexed mean satisfaction rating of 69% was slightly lower than 2009. Appearance of Public areas rated highly with 79, indicating a high level of community satisfaction with the City presentation by Council. Other highlights were a rating of 78 for both of Council’s service areas in health and human services and waste management while its lowest rating was 45 for traffic management. Council’s recreational facilities were rated at 75 indicating another high level of community satisfaction, while it achieved a 62 rating for Council community engagement in decision making on key issues.


Community Consultation


Community consultation underpins Council’s governance and service provision. Council conducts ongoing fortnightly consultation evenings. in addition, it conducts special public meetings on specific issues or with affected parties, for example meetings relating to street schemes. it also meets with the community at various outlying Community Centres during the course of the year.


Council has established over 38 Committees of Management for managing community assets such as halls, river frontages and sporting grounds or for special purposes such as tidy towns. These committees ensure community input and feedback. Internally, Council briefings and meetings are conducted regularly with staff.
