Community Building Initiative


Over the 2009-10 year the successful Community Building Initiative entered its final year with a number of projects coming to fruition including the Natimuk – Mt Arapiles Bike Trail, the NC2


precinct in Natimuk, extensions to the


Laharum Hall, the finalisation of the Dadswells Bridge water supply and the Dadswells Bridge Nature Trail. These projects have all occurred as a result of the hard work and enthusiasm of community volunteers.


The framework has three key directions:


• Community Planning - This will involve the development of community plans in all rural areas and in Horsham. A clear process for community plans to feed into the Council Plan and other plans / strategies will also be developed.


• Community Engagement – Improving the way Council engages with the community.


• Community Support – Developing a more co-ordinated and proactive way of supporting the community through better information, support and training.


Horsham North Community Engagement Project


One of this year’s major outcomes at Horsham North was the building of the Children’s Playground at the North Foundry Gardens, adjacent to the CMI Foundry.


Dadswells Bridge Nature Trail.


Over the 4 year life of the Community Building Initiative approximately $1.5 million dollars has been attracted to support the various community projects.


An independent review of the Community Building Initiative found that the project was successful in helping communities plan for their future and had both tangible outcomes in terms of projects on the ground and intangible outcomes in terms of greater connection within the community and pride in having achieved outcomes. Improved relations with Council were an outcome of the process. Through the Community Building Initiative, Council has developed a better understanding and appreciation of community priorities.


A highlight of the year has been the development and adoption of the


Community Development Framework which will provide greater direction and co-ordination for Council in implementing its community development activities. The framework was developed through a steering committee involving community members, agencies and Council staff. The framework builds on the knowledge and experience gained through the Community Building Initiative and Council’s other community development work in areas such as Horsham North and the Remlaw Fire Recovery process.


The installation of the tree house, the outdoor table setting built by the Horsham Men’s Shed and help from local community volunteers, has given families in the area a place to bring their children to enjoy active outdoor recreation.


It is also a great demonstration of the strong partnerships and ongoing commitment of the Horsham community to improve their local environment.
