MANIFESTO RESPONSE
In the run-up to the election, the London Motorists Actions Group (LMAG) issued its Manifesto for Parking, which included a 19-point plan; the BPA is studying the manifesto, working with the Local Government Association (LGA) and canvassing opinion from BPA members to develop a response. LMAG is led by Lord Lucas and is a member of the Parking Forum, represented by Neil Herron.
AOS ON TRIAL
Work in the Approved Operator Scheme is moving up a gear. Work begins on the external auditing process, with 19 of the newest operators undergoing audits from National Security Inspectorate. For the next two months
the audit will be trialled to ensure the system is fair. T en the membership will undergo yearly audits from September. T e Independent Appeals
Service is a step closer to reality, with processes being fi nalised in anticipation of a

working trial in September. T e trial, which will involve three AOS members, will be overseen by two adjudicators. T e trial for
the Scheme of Sanctions is
progressing well. Complaints are
assessed under the
sanctions structure and are investigated with the operator to ascertain the validity of any allegation. If the allegation is confi rmed, points will be added to a virtual licence – and, if the number of points accrues beyond a certain level, disciplinary action may follow.

Meeting the needs of all motorists
T e Equipment Manufacturer and Suppliers Special Interest Group (EMS SIG) has been concerned by the increasing cost of responding to expanding pre-qualifi cation questionnaire and tenders; members are keen to reduce this continuing burden on their resources and will be examining possible ways to address this important issue. A key focus for the group in
the coming months will be to look at disability and equalities legislation and understand how parking control and revenue collection equipment can be improved to meet the needs of
disabled people. T e group has already
had presentations from Mobilise, the charity that promotes mobility for disabled people, and will extend this collaboration to other representatives of people with disabilities to advance the group’s thinking. T e next meeting is
