BPA FOCUS REGIONAL ROUND-UP

IN THE MARCH ISSUE OF PARKING NEWS WE MET SOME OF THE BPA REGIONAL OFFICERS. HERE WE MEET FOUR MORE OF THE PEOPLE DEDICATED TO ENSURING THAT THE PARKING INDUSTRY RUNS SMOOTHLY AROUND THE UK

Bob Spicer Business development manager – Davies Enforcement

I was elected as chair of the South Eastern group on the 21 January 2010 and chaired my fi rst meeting of the group

three months later on 15 April.

Having been a member of this group since it was fi rst set up, I believe that I understand what the members require – to ensure interesting and innovative issues are brought to the meeting.

I realise that the word interesting is not one that most people would relate to the parking industry, but after nearly 20 years working in parking, fi rstly for a local authority and now in the private sector, I have realised that such meetings can be more exciting and involved than people think. I started my career in local government in 1969 at Broadstairs Council, which became Thanet in 1974, and I stayed there until

my retirement in 2009. I was involved in all aspects of local government fi nance and revenue collection, and for the last 12 years with the management of the parking and community safety unit. In fact, I have worked in parking in some capacity since 1980.

During my career I have run many multi- agency operations, both in local government and, more recently, in the private sector. I have been able to use my experience to bring together many public and private sector personnel.

Since my retirement from local government, I have been working as business development manager for Davies Enforcement and I am enjoying my new role. With my new knowledge, gained from working in the private sector, combined with my previous experience that I can bring to this role, I can ensure that this group progresses further forward.

Stephen Brown EAST Business development director – Equita REGION

I am proud to serve as the chair of the Eastern Regional Group and also as a member of the BPA Council. As the professional body tasked with representing the interests

of members from the public and private sectors, the BPA needs a Council of differing parking-related backgrounds that can focus on issues and formulate and deliver policies that refl ect the members’ requirements.

I offer members a balance of local government experience and experience of the commercial sector; all underpinned by commitment to the BPA through the Institute

of Parking Professionals, of which I am a founder member.

I gained experience of being a regional

offi cer through my involvement with the South West Regional Group, of which I was vice-chair for several years.

As a business development director with Equita, one of the leading fi rms working with councils in delivering enforcement solutions, I am only too aware of the sensitive nature of enforcement while the Tribunals Courts and Enforcement Act of 2007 has signalled the likelihood of real change in the rules covering enforcement. As part of the BPA Council I will be committed to playing a leading role in shaping future enforcement approaches through the BPA’s commitment to training and listening to stakeholders in the industry. Above all, I am committed to representing you, the members.
