TECHNICAL FOCUS
Kelvin Reynolds, technical
services director, introduces this month’s Technical Focus
Emergency budget! And so at last we know the coalition government is thinking about how it plans to manage the economy in the next five years.
As expected, an austere budget with few surprises, and those are limited to the scale and reach of the reductions in public borrowing and expenditure.
What better time to consider taking full advantage of your BPA membership and all of the knowledge available to you through Parking Practice Notes (PPN), regional groups and special- interest groups to ensure that you are operating effectively, efficiently and economically! Outsourcing CPE? Consider how much money you could save by using the BPA’s tried and tested Model Contract, which you can purchase off-the- shelf! Want to know how to write a good CPE Annual
Report? Check out our PPN! Purchasing new equipment? Save time and energy by looking at the Guidance prepared by our special-interest groups. Are you making the most of your membership? If not, why not? There has been no better time!
Car park care plans
Te Structure and Asset Management Special Interest Group (SAM SIG) is working with the European Liquid Waterproofing Association (ELWA) to produce a Code of Practice for waterproofing of parking structures.
PARKING FORUM AWARENESS CAMPAIGN
The Parking Forum is currently discussing topics for future meetings and reviewing the previously published Position Paper on Hospital Parking. Further aspects of the communications plan continue to be implemented, including regular emails and updates to the website. Actions to raise awareness of the Forum, which will encourage new membership and highlight the work of the group is also in progress. The Forum is only open to members who represent organisations in parking.

Te Code is expected
to be published in time for the next meeting of SAM SIG in September 2010. If you are an owner or operator of a car park building, this will be invaluable in helping you to maintain your car park. Te group is also
working with the Safer Parking Scheme, which is producing Guidelines for ‘New Build’ car parks to enable architects and designers to better understand the requirements of achieving Park Mark
GUIDANCE In support of the need to produce annual reports for CPE, and to provide guidance to our members about how to produce a good report, the BPA published a Parking Practice Note (PPN) in April 2009. The first reports from civil enforcement authorities have now been published – and, with 2010 reports due soon, our PPN
when developing a new car park. Te group is
preparing a full report to BPA Council about its activities and the need to more actively promote Life Care Planning and to lobby government for legislation to improve asset management of car parking structures. Te next meeting
will be sponsored by Concrete Repairs Limited and will take place on 17 September in London.
REPORT WRITING
has been thoroughly reviewed and updated, taking into account experience from 2009 and also the Traffic Penalty Tribunal competition.
The 2010 edition of PPN 27 will be published on the BPA website shortly. It should be compulsory reading and encourage you to produce even better annual reports!
