T e new Act will require that clamping
companies are licensed and, as a license condition, companies must comply with a code of practice not unlike our own Code. Additionally, we tabled an amendment to the Act, which was accepted, to introduce an independent appeals service. T ough we would have preferred to see
this applied to the whole of the private parking sector, at least we have achieved something by establishing it in statute that an appeals service will be delivered. T e Act requires regulation by ministers
before it can be enacted – and rest assured the BPA will be keeping the pressure on

Keeping up the political pressure
As a new government beds itself in, Patrick Troy vows to keep parking at the forefront of policy-making

y the time you read this both the general and local elections will be upon us and a new government will be about to start
their term of offi ce. Whatever the outcome of the general
election, it is important for the BPA to work with government. It is a little-reported fact that, the day
prior to parliament being dissolved, it passed the Crime and Security Bill into an Act. T is Act contains a clause relating to clamping on private land – a clause for which the BPA had been lobbying for some time.

infl uencing government in its new term. Private parking is a priority but so is delivering policy direction on TMA issues, including consistency across all local authorities.

Who goes there? BPA keeps up the political lobbying, no matter who is in power.
We need to lobby government for
support and funding for our skills agenda, and to keep the pressure on around the issue of hospital parking. To achieve this, we need to work with
the Home Offi ce, Dept of Health, Dept for Transport, Dept for Communities and Local Government and the Dept of Business, Innovation and Skills. A co-ordinated approach, led by a
government minister, is needed to ensure that these issues remain top of the agenda.
