New office in Slough

Parking operator VINCI Park will be the new parking contractor for Slough Borough Council. VINCI Park will replace APCOA, which held the contract for seven years. Te council went through an extensive procurement process, after which VINCI Park was awarded a four-year contract with a possible four-year extension for on- and off-street parking enforcement.

Other services

forming part of the six-figure deal include cash collection, notice processing, management and security of car parks, and a parking shop. As part of the

contract, more than 40 existing members of staff will TUPE transfer to VINCI Park. All civil enforcement officers will be equipped with ‘push to talk’ communication

technology for use in the 32km2

Berkshire

borough. Tis technology

protects the safety of staff by allowing them to contact base in an emergency and gives the operations base visibility of their location in real time. It ensures contact can be maintained despite the presence of significant radio ‘black spots’ and is a first for Slough. Trough engagement

with the local community, providing a visible presence and a local solution to staffing and recruitment, VINCI Park will integrate its services to align with the council’s community-focused objectives. Mark Evans, VINCI

Park’s chief executive officer (pictured above), said: ‘We are delighted to be working with Slough Borough Council – our second

council contract awarded in 2010 so far. Demonstrating that we integrate our services to align with the wider council’s objectives was a key factor in gaining this contract.’

 

The London Borough of Barnet is currently reorganising its Parking Services and is recruiting to build an award–class team.

CAPE CRUSADER-CARD

HID is involved in a pilot

scheme in Cape Town, South Africa, where its smart card technology is being used by the city government to assist with parking payments. The local authority was struggling to find an effective way of managing parking in certain areas of the city, where its parking attendants were vulnerable to attack when carrying cash. Under a pilot scheme involving HID Global, which could be rolled out across the city if successful, motorists can buy a city parking card, pre-loaded with credit, from designated retail outlets.

After parking, the driver locates the nearest attendant – each of whom has responsibility for monitoring a

maximum of around 10 bays – and informs him of his bay number, presenting his city parking card to a GPS- enabled mobile reader. The mobile reader verifies that there is sufficient money on that card – and, when the driver selects their desired parking time, the money is deducted from the card. The reader sends an electronic message to the central station, confirming that a vehicle will be parked in a particular street for a set period of time. When that time is up, a message is sent from the central station back to the mobile attendant’s reader indicating that the vehicle has outstayed its allotted time slot. The warden then can return to ticket the car if necessary.
