TECHNICAL FOCUS
TIME TO GET REAL
As you know we launched the AOS sanctions at Parkex 2010 but to test their effectiveness and that they are applied fairly, we are undertaking a live-trial for the next couple of months. Complaints will be investigated in the normal way and, where contraventions of the code identified, points will be applied according to the scheme. However these will not appear on operators’ records and will not count towards the rolling total. From 1 June we shall be applying points to operators’ records where proven contraventions occur. Accumulation of 12 points after that date will result in action.

Te Equipment Manufacturers Suppliers Special Interest Group (EMS SIG) met on 14 April in London for a very well-attended meeting. Various topics were discussed at the meeting, starting with BPA regional meetings. Tis included the development of the EMS SIG presentation program, regional meeting sponsorship and tender assessment. A review of Parkex
resulted in a number of suggestions for the future. On a more technical note, the group looked
at the benefits and challenges for the parking industry presented by the charging of electric vehicles. Te group also raised the question
of PIN or no PIN for parking and the use of Automatic Number Plate Recognition (ANPR). Te next meeting will take place on
15 September 2010. For more information or to get involved please contact Abdul Traore on abdul.t@

Keeping watch… the next SAM SIG meeting will cover the legal implications for car park operators.
WELL-PLANNED PARKING
Preparations for the next Structure and Asset Management Special Interest Group (SAM SIG) meeting on 13 May are underway. Presentation
topics at the next meeting will cover issues about the legal implications for car park
operators in case of accidents, including how existing legislation relates to car parks. A legal advisor will lead this discussion. We are grateful
to Alpha Parking, which will give a full analysis of the recent survey on maintenance and
life care planning; final results will be presented at the May meeting and also at the next Safer Parking Development Board in the autumn with a view to integrating better life care planning to the Safer Parking Scheme.
COMPLETED SURVEY
The BPA’s joint study (with DfT, Mobilise and BCSC) into off-street parking for people with disabilities is now complete and published to stakeholders, who will decide how best to use the information.
