Scheme is no rip-off

A tear-off voucher that can be used in shops participating in a loyalty scheme is encouraging people to take advantage of local amenities in a Derbyshire town. Chesterfi eld Borough

council has launched a new loyalty scheme in the town centre to encourage people to shop locally. Shoppers who park in the town’s Holywell Cross car park will get a pay- and-display ticket that has been modifi ed

to include a tear-off voucher. T is can then be presented to any store, business or trader displaying the loyalty scheme poster, for a discount or partial refund on purchases when they spend above a certain value at the discretion of the outlet. Retailers can register

via the council’s website and will then be provided with a scheme poster, tailored to suit their business, free of charge.

Cllr David Stone,

lead member for safe, healthy and active communities, said: ‘T e loyalty scheme is designed to encourage people to shop locally and boost trade. We have been encouraged by the positive response from local retailers so far, and expect more shops to join the scheme over the coming months. Subject to the success of this pilot scheme, we will consider rolling it out to include other car parks within the town.’

Boxing clever by clamped couple SHOUT OUT

T e door may have been opened for thousands of motorists wrongly charged for failing to pay for parking on Boxing Day. As reported in

the London Evening

Standard, in a landmark ruling the London Parking and Traffi c Appeals Service (PATAS) said a couple had been wrongly clamped for failing to pay at a parking meter on Boxing Day and the £110 charge will be refunded. Kensington and

Chelsea council had said it was within its rights as it treated the Monday after Christmas – not Saturday, 26 December last year – as Boxing Day. T e couple had driven

to Onslow Gardens in Kensington the day after Christmas and found

a sign on the pay-and- display meter, stating: ‘Free parking on public and bank holidays.’ T ey parked without

paying at about midday. But when they returned in the evening they found their Mondeo, and at least one other car, had been clamped by Kensington and Chelsea council. T e adjudicator

stated: ‘T e authority argued that whenever Boxing Day falls on Saturday the bank

holiday is on the following Monday instead. ‘In the appellant’s

case, he understood the sign to mean he could park freely on Boxing Day, Saturday 26 December, 2009. ‘I fi nd the words

on the machine are suffi ciently ambiguous to confuse a motorist when parking on a Boxing Day that falls on a Saturday, as to whether charges are required.

‘If the authority

wishes to enforce charges on Boxing Day when it falls on a Saturday, the machine should clearly state so.’ A council

spokesman said: ‘We do not agree with the adjudicator’s fi ndings but will abide by his decision and consider if changes should be made in the future.’
