no tiene que decirlo sin pelos en la lengua, que la ley que el presidente de Paraguay, Mario Abdo Benítez promulgó a mediados de abril, no ha cambiado en casi nada el afán de operadores, legisladores y publico en general para que se desbande a la muy cuestionada Comisión Nacional de Juegos de Azar (Conajzar) por servir a los intereses del Ejecutivo de turno. Tampoco, la Ley 6903, sirve a la sociedad paraguaya, porque si bien, “se establecen medidas de protección a los menores de edad ante las influencias de las máquinas tragamonedas”, no existe referencia alguna donde también se proteja a las personas vulnerables que no sean niños o adolescentes, hombres o mujeres. Y da pena ver que no existe previsión legal para que la nueva ley pueda velar por la protección de las personas vulnerables, que de seguro existen en Paraguay como en todos los países del mundo, a pesar de tanto mea culpa de los legisladores paraguayos contra los atropellos de la Conajzar. Es decir, el ente regulador paraguayo sigue como Pedro en su casa, como dicen muchos, “sirviendo intereses particulares”. Sobre el lado positivo en la región, nos ha dado una alegría tremenda ver la creación de Gaming Consultores, una nueva firma internacional para el soporte de la industria del juego con la participación de tres ex reguladores de prestigioso desempeño en cada uno de sus países, con Manuel San Román, Luis Gama y Javier Balbuena, de alturado desempeño como titular de la Conajzar, hacen varios años; mientras que Manuel San Román, fue director general de la Dirección General de Juegos de Casinos y Máquinas Tragamonedas de Perú, y Luis Gama, se distinguió como director de Casinos, Loterías y Quinielas de Uruguay. Mucha suerte a ellos, que el juego decente los reclama en la región. Siguiendo la reapertura presencial de la industria del juego en Latinoamérica, la CGS presenta su evento en Santiago, Chile, los días 24 y 25 de mayo, con un programa hibrido de expo y conferencias, que es el primero en el país. ¡Alla nos venos!

de Azar (Conajzar), which is said to serve the interests of the sitting Executive. The Paraguayan president approved Law 6903, which also fails to
serve Paraguayan society, because although “measures are established to protect minors from the influence of slot machines,” there is no reference whatsoever about the protection of a major segment of vulnerable people, unless they are children. Indeed, it is sad to see that there is no legal provision in the new law
to ensure the protection of vulnerable people, who surely exist in Paraguay as in all countries on the planet. In spite of so much mea culpa by many Paraguayan legislators who denounced the abuse of authority by Conajzar, the Paraguayan regulatory body carries on unperturbed, as many report, “serving private interests”. On the positive regional side, it has
given us tremendous joy to see the creation of Gaming Consultores, a new international firm for the support of the gaming industry. Participating are three former regulators of prestigious performance in each of their countries - Manuel San Román, Luis Gama and Javier Balbuena. Manuel San Román
excelled as general director of Peru’s industry regulators, Dirección General de Juegos de Casinos y Máquinas Tragamonedas; Luis Gama gave distinguished work as director Uruguay’s Casinos, Loterías y Quinielas; and Javier Balbuena is noted for supreme work during his time as chief of Conajzar. Our sincere best wishes to them, as the industry needs truly decent work in the region. Following the face-to-face reopening of the gaming industry in Latin America, CGS presents its event in Santiago, Chile, on May 24 and 25, with a hybrid program of expo and conferences, which is the first in the country.
