El Plenario de la Cámara de Diputados aprobó la ley de juegos de azar
El Plenario de la Cámara de Diputados del Brasil llevó a cabo la votación sobre el proyecto de ley PL 442/91, que legaliza los juegos de azar, incluyendo los casinos, las salas de bingo, la lotería ilegal, Jogo do bicho, y las apuestas deportivas, casi al llegar las 22.00 horas del día miércoles 23 de febrero. El PL ahora pasa para su debate en el Senado. Los diputados sostuvieron la propuesta del diputado Felipe Carreras para otorgar licencias permanentes o temporales para explorar la actividad en el país, y según esto, cada estado puede autorizar un casino, con la excepción del estado de Minas Gerais y Río de Janeiro, que pueden autorizar dos cada uno, mientras que São Paulo puede contar con tres casinos. Al instante, el líder del gobierno, diputado Ricardo Barros, dijo que
el presidente Jair Bolsonaro vetará el proyecto de ley si este es aprobado por el Senado. Según fuentes locales, esta amenaza que tiene el respaldo de los legisladores evangélicos seria opuesta un gripo de ellos, incluidos los hijos de Bolsonaro, que favorecen los casinos y tienen fuertes contactos comerciales con firmas extranjeras de casino. Durante todo el día, el diputado Carreras mantuvo un diálogo permanente con los líderes de las bancadas para analizar las 37 enmiendas que recibió el proyecto con el fin de conformar el texto final, que finalmente fue presentado al Pleno, logrando consenso para algunas modificaciones de última hora. Finalmente, la Cámara de Diputados aprobó, la legalización del juego en Brasil con 246 votos a favor, 202 votos en contra y 3 abstenciones. Tributación
La tributación para el juego fue uno de los puntos más polémicos de la votación, Pero crea la Cide-jogos con
una tasa del 17% para los juegos de azar y apuestas en base a los ingresos brutos de explotación resultante de la actividad después de deducidos los montos pagados a los jugadores y apostantes como premios.

the government faction, Rep. Ricardo Barros, said that President Jair Bolsonaro will veto the bill if it is approved by the Senate. According to local sources this threat, that has the backing of evangelical legislators, would be opposed by a few of them, including Bolsonaro’s two senator sons who favour casinos and have strong business contacts with foreign casino firms. Throughout the day Rep. Carreras held
permanent dialogue with the leaders of different party caucuses to analyze the 37 amendments that the project received, in order to present the final gambling law text. When this was finally presented to the Plenary it gained consensus for some last-minute modifications. Finally, the House approved legalization of gambling in Brazil
with 246 votes in favour, 202 votes against and 3 abstentions. The salient points in the approved PL 442/91 are:
Taxation
Gambling taxation had been one of the most contentious points before the vote, and it was agreed to create the Cide-jogos format with a rate of 17% for gambling and betting based on gross gaming revenue (GGR) resulting from total incomes in the activity after paying out winning and prizes to players and bettors.
Casinos
According to the gambling law text, casinos can be installed in integrated resorts, and as part of this they must have at least 100 high-end hotel rooms, places for meetings and events, restaurants, bars and shopping centres. The physical space of the
