Brazil “Brasil ya no duerme, está muy despierto”
Por su parte, Ivo Doroteia, CEO de Play Book, habló de las oportunidades que están surgiendo en Brasil a medida que el país avanza hacia la regulación, y agregó enfáticamente: “La gente dice que Brasil es un gigante dormido, pero Brasil ya no duerme, está muy despierto”. Ramiro Atucha, CEO de Vibra Gaming puso énfasis en la
importancia de la regulación: “En Brasil, en Argentina y en el mercado latinoamericano en general, hay personas a las que les gusta apostar. No están esperando a que llegue la regulación. Están apostando en sitios de ultramar. La discusión no es sobre si el juego está permitido o no. El retraso en la regulación solo ayudará al mercado no regulado. (La creencia es que) Brasil siempre está a punto de regular.
“El 80% de los ingresos proviene de los casinos (online). Las apuestas deportivas son importantes, pero la mayor parte de los ingresos proviene de los casinos. Tenemos que recordar que hay un enorme potencial, pero sigue siendo un mercado pequeño, por lo que no recibirán la misma atención de los operadores europeos. Tenemos que considerar a todos”. Atucha advierte sobre la posición de la industria regulada, donde solo una parte de ella estará regulada en Brasil, y agrega que, “si solo se regulan las apuestas deportivas, aquellos que invierten en regulación y buscan una licencia estarán en desventaja frente a los operadores de ultramar”. En resumen, lo que Brasil necesita es una nivelación del campo de juego. Acabamos de ver en Perú cómo los legisladores han cambiado su ley del juego remotos, que anteriormente había benefi ciado a los operadores de ultramar que se benefi ciaban por excepciones fi scales, mientras que los operadores locales tenían que pagar impuestos sobre los ingresos brutos. La nueva ley, que entrará en vigor el miércoles 21 de junio, es igual para todos, los operadores locales y de ultramar, con obligaciones fi scales pagaderas por todos por igual.
La situación en Brasil es diferente porque la ley para casinos aún no se ha debatido en el Congreso, y mientras tanto los operadores prosperan en un área gris que no es regulada. Aun así, hay mucho camino por recorrer debatiendo legislación y
regulaciones en Brasil, pero lo inmediato es que BIS SIGMA Americas ha abierto el camino para que toda la industria exprese y muestre que “¡Cuantas prodigiosas criaturas hay aquí!” en este nuevo destino global de juegos.

Ivo Doroteia, CEO of Play Book, joins the conversation and speaks of opportunities that are surfacing in Brazil as it moves towards regulation, and emphatically added: “People say Brazil is a sleeping giant – but Brazil is not sleeping anymore – it’s very much awake.” Ramiro Atucha, CEO of Vibra Gaming touches vigorously on
the importance of regulation: “In Brazil, in Argentina, and the LatAm market in general, there are people who like to gamble. They’re not waiting for regulation to arrive. They are gambling offshore. The discussion is not about whether gambling is allowed or not. The delay in regulation will only help the unregulated market. Brazil is always about to regulate. “80% of revenue comes from casinos. Sports betting is
important, but the main share of revenue comes from casinos. We have to remember there is huge potential but it’s still a small market, so they won’t receive the same attention from European operators. We have to consider everyone.” Atucha warns about the position of the regulated industry, where only a part of it will be regulated in Brazil, and adds that, “if only sports betting is regulated – those who invest in regulation and seek a licence will be disadvantaged against the offshore operators.” Summing up, what Brazil needs is a levelling of the playing
fi eld. We’ve just seen in Peru how legislators have changed a remote gaming law that previously had benefi tted offshore operators with tax exceptions whereas local operators had to pay tax on gross gaming revenue. The new law, which stands to come into effect tomorro Wednesday 21st June, is equal for all, local and offshore operators, with tax obligations payable by all.
The situation in Brazil is different because casino play is still to be debated in Congress, and meanwhile operators thrive in a grey unregulated area. Still, there is plenty of mileage for debating Brazilian
legislation and regulations, but the immediate fact is that BIS SIGMA Americas has opened the way for all of the industry to express and show that, “many goodly creatures are there here!” at this new gaming global destiny.
