El decreto también establece que las cantidades restringidas declaradas perdidas al final del proceso administrativo se destinarán al Fondo Nacional de Seguridad Pública, contribuyendo a la financiación de acciones para prevenir y combatir el delito. El bloqueo de las cuentas se mantendrá hasta que se realice el depósito judicial, y la Fiscalía podrá solicitar al tribunal que tome otras medidas necesarias para conservar las cantidades.
REMAINING BALANCES
The decree also establishes that all confiscated amounts declared as a loss at the end of the administrative process will be allocated to the National Public Security Fund, contributing to the financing of actions to prevent and combat crime. Freezing of accounts will be maintained until judicial deposits are made, and the Public Prosecutor’s Office may request the court to take other measures necessary to retain confiscated amounts.

Costo de licencia para apuestas deportivas es de US$315 mil p/a
Con fecha 12 de junio, 2026, el Ejecutivo ecuatoriano anunció que el presidente de la República, Daniel Noboa Azin, había viajado a Estados Unidos junto a su comitiva oficial para cumplir una agenda de alto nivel enfocada en el fortalecimiento de la cooperación bilateral en seguridad, la lucha contra el crimen organizado transnacional y el posicionamiento internacional del Ecuador, y ese mismo día, el presidente firmó, en Miami, el Reglamento de la Ley Orgánica del Deporte, la Educación Física y la Recreación..
Como parte de los 306 artículos de la Ley del deporte ecuatoriano, se contienen los artículos “De la Licencia para Operadores de Pronósticos Deportivos” en territorio ecuatoriano, que abre con el Art. 235 sobre la Licencia, que sería otorgada por “el ente rector del deporte o quien haga sus veces, añadiendo:
“La licencia de operadores de pronósticos deportivos, constituye la autorización administrativa y legal que se otorga a los solicitantes, sean personas naturales o jurídicas, para que puedan realizar actividades de pronósticos deportivos y juegos online mediante plataformas digitales.
“Únicamente las personas jurídicas o naturales tenedoras de la Licencia para la Operación de Pronósticos Deportivos podrán ofertar juegos online en sus plataformas digitales”.
Aparte de las normas usuales para esta clase de operaciones de apuestas, el Art. 240 sobre el “Plazo de la licencia y
renovación” indica una “vigencia máxima de cinco (5) años que podrá renovarse por el mismo tiempo a solicitud del operador de pronósticos deportivos”.
Seguidamente, el Art.
241.determina que el “Valor anual de la licencia: es de “un valor equivalente a 655 salarios básicos unificados (SBU) - unos US$315.000 - del año en curso; o, aquel que se determine en normativa legal vigente” Según esto, se comenta que Ecuador ha introducido requisitos financieros, técnicos y de cumplimiento más estrictos para el sector de apuestas deportivas de la región con costos similares a Brasil.

Cost of a sports betting license set at US$315,000 p/a
On June 12, 2026, the Ecuadorian Executive announced that the President of the Republic, Daniel Noboa Azin, had traveled to the United States with his official delegation to fulfill a high-level agenda focused on strengthening bilateral cooperation in security, the fight against transnational organized crime and Ecuador’s international positioning. That same day the president signed and approved, in Miami, Regulations of the Organic Law of Sports, Physical Education and Recreation.
As part of the 306 articles of the new Ecuadorian Sports Law, articles “On the License for Sports Betting Operators” in Ecuadorian territory open with Article 235 on licensing, which would be granted by “the governing body of the sport or whoever takes its place, adding: “The sports betting operator’s license constitutes administrative and legal authorization granted to applicants, whether private persons or legal entities, so that they can carry out sports betting activities and online games via digital platforms. “Only private persons or legal entities holding an Operation of Sports Betting License will be able to offer online games on their digital platforms.”
Apart from usual regulations for this type of betting operations, Article 240 on “Term of the license and renewal”
indicates a “maximum validity of five (5) years that may be renewed for the same time at the request of the sports betting operator.”
While Art.
241.determines that the “Annual value of the license: is of “a value equivalent to 655 unified basic salaries (SBU) for the current year - about US$315,000 - or, that which is determined in current legal regulations” According to this, Ecuador is said to have introduced stricter financial, technical, and compliance requirements for the region’s sports betting sector with similar licensing costs to Brazil.
