Surveillance equipment in casinos requires approval

The Gaming Inspection and Co-ordination Bureau (DICJ) told Macau News Agency (MNA) that the installation of any electronic surveillance equipment in casinos by gaming concessionaires requires its approval. Previously, Bloomberg news agency said the DICJ had issued a memo to local gaming operators to not install any unapproved digital surveillance technology, including cameras or facial recognition technology, starting from August 1. Bloomberg also reported in June that gaming

operators in the city were testing facial recognition technology to track and study players’ behaviors and help them gain an edge over the players. Afterwards, gaming authorities confirmed that some equipment suppliers were testing facial recognition technology devices in casinos from two to three gaming operators, but that such technology could only be used for security purposes. DICJ said to MNA that when evaluating those applications will take into consideration the security purpose of the equipment and its compliance with the relevant gaming and privacy protection legislation in Macau.

Gaming industry must have a ‘healthy’ development

The new Chief Executive (CE), Ho Iat Seng, emphasized that the local gaming industry must develop in a ‘healthy’ way, while reiterating the necessity to amend the gaming regulations before the future gaming concessions tender preparations take place. Just days before being elected, Mr. Ho admitted that it is undeniable that the government has relied on the income from the gaming industry for its expenses, while he also considered that the gaming

industry has caused several problems in the city, described in the previous middle-term review of the gaming industry, such as the reduction of human resources for small and medium enterprises. He said that although the government had put

many efforts on the gaming regulations in 2002, it did not expect any problems during the future development of the gaming industry, such as the regulations of gaming operators and the legality of leasing, which had caused ‘unhealthy’ situations in the city.

Concerning the definition of ‘healthy’

development of the gaming industry, Mr. Ho pointed out that the main goal is the gaming influence on youth and society. Meanwhile, the CE candidate claimed that he will continue the current policy of prohibiting foreign workers to work as casino dealers.
