Las propuestas de las empresas interesadas debían haberse entregado el pasado miércoles 20 de marzo, pero el lunes previo, una información oficial dijo escuetamente que las Solicitudes de Esclarecimientos (para participar en la subasta) “se pueden hacer hasta antes del 1 de abril, y la presentación de propuestas se llevará a cabo el día 22 del mismo mes, y la sesión pública de la subasta será cuatro días después, el 26 de abril”. Anteriormente, la subasta de la Lotex se había programado


para julio del 2018, pero no hubo postores, con lo cual se hizo la primera postergación para que se lleve a cabo a fines de noviembre 2018, y después, para febrero de este año. Las condiciones para la futura concesionaria del Lotex es de un pago por el uso de la red de CAIXA, de entre el 4,34%, y el 5,66% sobre el valor del ticket/apuesta. La remuneración de la red de lotería no se encuentra contemplada en este valor, pero debe ser por lo menos del 6%. Según el Banco de Desarrollo – BNDES, la expectativa de


recaudación del Lotex es de al menos R$642 millones (US$170 millones) en 3 años. El plazo de concesión es de 15 años, y para esto, el gobierno ya había expresado expectativas de una puja mínima de R$1 mil millones (US$263.7 millones).


BNDES ha dicho que solo podrán participar en la subasta


las empresas de comprobada experiencia en el mercado de las loterías instantáneas “con operaciones y parámetros compatibles con las diseñadas para la Lotex”. Las autoridades dicen que ganará la subasta el


participante que presenta el valor más alto para la porción inicial de esta, teniendo en cuenta el nivel establecido por el gobierno de R$156 millones (US$41 millones). Además, la concesionaria hará 3 pagos de R $162 millones (US$42.7 millones) a los 12, 24 y 36 meses a partir de la firma del contrato.

Permisionarios, Operadores y Proveedores de la Industria del Entretenimiento y Juego de Apuesta en México, Miguel Ángel Ochoa, dijo que hay disposición para colaborar en la elaboración de los nuevos lineamientos que se impulsen en esta administración. Previously, the Lotex auction was scheduled for July


2018 but there were no bidders, which brought about the first postponement for the end of November 2018. Before that date, another postponement indicated February of this year as the new date. Conditions for the future concessionaire of Lotex has been set by a payment for the use of the CAIXA network, at between 4.34%, and 5.66% on the value of the ticket/ bet sold. Remuneration for the lottery network is not contemplated this value but should be at least 6%. According to the Development Bank – BNDES,
