London Mayor to relax green belt rules


Sadiq Khan has dropped his longstanding pledge to protect London’s Green Belt. This switch brings Mr Khan into line with Labour Party national policy. At the 2023 Party Conference, Labour Party Leader Sir Keir Starmer MP set out ideas on “Grey Belt” - land claimed as Green Belt, but really no more than scrubland that does little for biodiversity. This “Grey Belt”

is being looked at as suitable for housing development - in some cases it will be previously- developed land - but it could be a bit scruffy.


Labour aims to: -


¡ Uphold a ‘Brownfield First’ approach - building on brownfield rather than Green Belt. ¡ Take a ‘Grey Belt Second’ approach, building on wastelands and old car parks.


¡ Belt development to deliver at least 50% affordable housing - with projects rejected if affordable housing is lower than 10%. ¡ Green Belt developments to come with adequate investment into infrastructure and public services. ¡ Any loss of Green Belt to be accompanied by the development of new woodlands, parks and other green infrastructure.


London faces the worst housing crisis in the country with recent analysis of the London Plan stating there would be a 150,000-housing shortfall. There is a large amount of Green Belt within London likely to be redesignated as Grey Belt by an incoming Labour Government. During the Mayoral election, Sadiq Khan was criticised for his failure to build new homes in London during his first two-terms.
