possible to build a little more housing in every neighborhood. This will pro- vide New Yorkers more housing choice and bring housing costs down.
Two focuses of the proposal are increasing transit-oriented develop- ment and updating off-street parking regulations.
The proposal went through public review in the spring & summer of 2024, with community boards & borough presidents providing input and the City Planning Commission (CPC) holding a public hearing. In September, the CPC approved the proposal with modifica- tions. The City Council held a public
hearing in October and voted to approve the proposal with modifications on December 5, 2024.
“New York City’s housing crisis has persisted for so long that many assume high rents, scarce housing, and landlords holding all the cards are just a fact of life. But these out- comes are the result of policy choices, and today, we are officially choosing a new path. These critical changes in our zoning rules will help tackle our housing shortage and create the homes New Yorkers need, all while avoiding significant changes in any one area,” said CPC Chair and DCP Director Dan Garodnick.

I-287 OVER MIDLAND AVENUE BRIDGE DECK REPLACEMENTS Interstate 287 is a heavily traveled corridor in the Lower Hudson Valley, connecting approximately 50,000 vehicles a day to travel, work, and commercial shopping through- out Rockland and Westchester Counties and beyond. This $29 million project replaced the bridge decks and completed general bridge component rehabilitation for two structures carrying Interstate 287 over the Metro North Railroad and Midland Avenue in the City of Rye in Westchester County. I-287, also con- sidered the Cross Westchester Expressway in this location, is also a heavily trafficked truck access route. The structural safety and smooth riding surface provided by this construction project provide a safe and com- fortable commute for the traveling public and improves the reliability of New York’s freight network. This project used significant federal funding through the NYMTC process.
