Plea to speed up planning p ro ce s s after revamp is refused

byEric Beard swoeth eric.beardsworth@jpress.co.uk Twitterr@clithadvertiser

Villagers are pressing coun cil planners to help speed up the reopening of Gisburn’s last pub, the White Bull.

They have got Ribbie Valley MP Nigel Evans to support their campaign to allow Star. Pubs and Bars’ proposed re vamp of the Grade Two listed buildingonthevillage’smain street. The pub has been closed

since la s t November, and plans for internal alterations have been rejected for a sec ond time by planners at Rib bie Valley Borough Council. “This is the last remain

ing p.ub in Gisburn and is a focal.point for the village where people can get together socially.” said David Waters, one of the village campaign ers. ,

, -

’ “ I understand the need to protect our heritage but it

seems from reading the coun cil officer’s report that the is sues are relatively minor and could easily be resolvedif the council officers and brewery representatives discussed the plans in order to reach a com promise.” Mr Waters added that the

latest refusal was made by planning officers under del egated powers, not by elect ed members on the planning committee. “ I do not b el ie ve that

■ they have given appropriate weight to the damage the clo sure of the pub is causing to the economy o f Gisburn and to community cohesion," he added. “Its closure not only T affects local people but visi- tors as well." Star Pubs and Bars, based

in Edinburgh, is a subsidiary ofthegiantbrewerycompany ; Heineken and has 1,300 pubs in the UK ranging from coun try inns to town locals and ci ty centre bars. A company spokesperson

said: “We were very disap pointed to have our second

planning application turned down, especially when we had endeavoured to address the concerns of the planning department and have jus t i fied the works in line with government guidance. “We do not intend to radi

cally change the look of the pub and so were su rprised : when further objections were given as the reason for refus ing planning permission. We are acutely aware of the special status o f this Grade II listed building and have proposed a respectful and sensitive scheme of minor works. “We are still very keen

to invest in The White Bull to create a great village pub where people can eat, drink and socialise at the heart of the community. “This latest decision will

once again delay the re-open ing o f the pub.

... “Regrettably, we feel the

only recourse left to us is to go to appeal, which can take up to four months, and hope ’ that in the meantime we can

come to a reasonable agree ment with the council.” A spokesman fo r Ribbie

Valley Council said: “We rec ognise only too well the value of the White Bull to Gisburn and want to see it open fo r . business as much as anyone else. ■ “We are doing all we can to'

help the applicant refiirbish the pub in a manner that is sympathetic with its listed status and would like to as sure Gisburn residents th a t . we will treat this matter as a priority.” . In Parliament, Nigel Evans pointed out to Mr Brandon

’ Lewis, Parliamentary Under secretary for Communities and Local Government, th a t ; in 1992 there were four pubs inGisburnandtheWhiteBull was now the only one left. “The Star brewery wants

to reopen the pub and more than 20 residents of Gisburn are very keen to see it reopen, but it is a listed building and

' there seems to be stalling of some sort of by the local au thority,” he said.

as part of their continued work in the community. A spokesman said: “Previously we have Utter picked, cleaned up the bottle bank area and cleaned the brook.

“This timethe youngsters workedin conjunction with Sab den Parish Council and Coun. Michael Calvert.”

became abusive A 2g-year-old man filmed on CCTV causing trouble in Clitheroe town centre became abusive when chal lenged by police. Blackburn magistrates were told that Gary Place, of Pen- dle Avenue, Chatburn.had been ejected from several pubs and was seen to punch the bonnet of a car. He plead ed guilty to being drunk and disorderly, criminal damage and failing to surrender to ' bail. He was fined £100 and . ordered to pay £80 compen sation and£i65 costs.
