LOCAL politician Mr D. J. Shackleton was returned once again to office virith a large m a jo r ity for Labour in the Clitheroe Division. He gained more than 7,000 votes a t the polls, while the turnout a t th e polling s tations was 20,662. A large crowd of spectators gathered outside St James’ School in Clitheroe while the votes were counted. Mr Shackleton then gave a speech, which was received with the “greatest enthusiasm” by onlookers from the Weavers’ Institute. 0 Ribble Valley was covered in snow '
and experiencing freezing temperatures. The majority of ponds and lodges were frozen over in th e d is tr ic t - to the delight of local skaters. 0 Whalley architect Charles Hall was

f I ^HERE has been much discussion I about the recent bad weather. The J . main roads were well gritted, while
minor roads and housing .estates were imtouched and grit bins left empty. ■ - There were falls and injuries, damage to vehicles, villages cut off, refuse wagons unable to collect rubbish and the elderly housebound for weeks. I I t appears we must accept that as long
as the main highways are passable, every other road can be forgotten about. I thought part of our Council Tax was
paid so local councils could provide servic es to combat severe weather conditions. Upon investigation, it appears not. ■ Firstly, our local councils have little
influence in how they spend our money. The Government decided to dictate who could have grit. Even forward-thinking councils tha t ordered surplus supplies could hot use it, as the Gktvemment com mandeered amounts of grit for coimcils that had not been ^
forward-thinking. I t gets worse. Ribble Valley Borough

Fire Authority. Unfortunately, only part of our money goes to these services. Twenty- five per cent of our council taxes are taken to fund town hall pensions and 33% is sent to the North West Regional Assembly. They in turn forward the money to the Emopean Union, in Brussels. So 58% of our money is not retained in the Ribble Valley for the services we think we are pay ing for. That is why coimcils are forced to cut
budgets. Not only have gritting services been reduced, but we have seen our roads deteriorate and vast cuts in policing. How can we spend in these areas when
Looking Back 50 YEARS
THE longest government inquiry ever held in Clitheroe took place in the offices of Clitheroe Rural District Council. I t was concerned with an appeal by a Knaresborough firm against planning refusal by the council to extract sand and gravel from the bank and river bed of the Ribble a t Winckley Hall Farm. 0 A public inquiry into the proposed
quarry development a t Quarry Farm, Chatbum, had been arranged after resi dents of the housing estate in Ribble Lane, Chatbum, protested about the proposed development by Ribble Cement because it would be too near their houses. 0 Five people over the age of 90 - the
oldest being 94 - were among the 155 over-7Qs in Clitheroe who received 10 shillings from the Hyde, Whipp and Lauretta Bray charities.

our money is sent to Brussels, or spent on other people’s pensions?
Private sector employees are struggling
to achieve a pension of any worth due to companies abandoning schemes that are too expensive to administer. Within per sonal pensions the recent poor investment returns have severely reduced their value Over the past 11 years council taxes

Mr Clive Darley, who was deputy head of Hutton Grammar School, was to take up the post. 0 Ribble Valley Council resolved to
