Pay and display gets village thumbs down

PAY and display machines are set to be installed on Sabden’s main car park
-much to the disappointment of iocal residents.- For years, residents in the Kibble Valley
village have parked their cars for free at the car park opposite the White Hart pub in Padiham Road.
' ' : . - However, last year fed-up parish coun
cillors complained to Kibble Valley Bor ough Council - who own the car park - that some people were misusing it for the private sale of cars and for dumping un taxed vehicles. In an attempt to solve this problem,
council bosses drew up plans for introduc ing long-stay pay and display machines - the idea was initially backed by members of Sabden Parish Council. But following two well-attended public
meetings with residents strongly opposed to charges being introduced, it quickly became clear that people were against the idea and the parish council performed a U- turn on its decision and began objecting to the scheme. Despite the objections, councillors on
Kibble Valley Borough Council’s planning and development committee gave the con troversial scheme the green light as it is m keeping with similar decisions for villages including Ribchester and Slaidburn. Sabden resident and borough councillor
Michael Fielding was the only member strongly against the plans. The decision has angered villagers m
Sabden, especially those living on Padiham Road, who are having to suffer because of the lack of on-street parking. Coun. Antony Haworth, parish council
chairman said: “We just asked for help from the borough council to stop people abusing the car park. “The public did not. want car parking charges introduced.

park.because they have no driveways and their are double yellow lines outside their homes. “It is going to be very difficult to find
parking spaces unless they buy a permit.” Also annoyed with the scheme is Mr
Scott Windsor (35),;who runs Brooksidc’ Garage in Padiham Road with his father, Frank.
, He said: “The charges are certainly •going to cause problems. “Previously customers would bring
their vehicles and leave them on the car park. “The charges may discourage customers
from coming to our garage to have their vehicles repaired.
' “I agree that something definitely need
ed to be done to stop people from misus ing the car park, although I ’m not sure that introducing charges was the best solution.” In response to the concerns expressed,

DESPITE rain and sleet, 13 hardy folk from the 'Clitheroe Ramblers set off on their seven- mile walk from the Pendle vil lage of Barley. After negotiating the car
park, which resembled a skat ing rink, they followed the Pen dle Water to Whitehough before turning northeast to Brown Hill, which, at 319 metres, was the highest point en route. From this vantage point they could see Blacko Tower,
built by Jonathan Stansfield. At Blacko Foot they joined the Pendle Way to Water Meet ings, an intersection of the fast flowing Pendle and Blacko

Waters, before turning south west to Higher Greystones. After a short climb up Jinny
Lane they reached the lovely village of Newchurch-in-Pen- dle, and after a break, turned north-east through Keys Plan tation back to their start point at Barley for a welcome cuppa.
