THREE unique design concepts for a 21st Century Ribble Valley landmark have gone on display
to the public. The new structure, planned for Kemple End, will be one of a series o' six “panopticons” to be built in the hills of East Lancashire. A panopticon is defined as a struc
ture, space or device providing a comprehensive or panoramic view. Managed by Burnley-based Mid
Pennine Arts, the panopticons pro ject is designed to regenerate East Lancashire’s Regional Park. Designs for the first three panop
ticons, to be built at hilltop sites in Rossendale, Pendle and Blackbum- with-Darwen, have already been chosen and building work should get under way in spring and summer this year. Now the panopticon pro ject is moving into phase two, choos ing designs for Ribble Valley, Hynd- burn and Burnley. Three design concepts have been
shortlisted for Kemple End, a site to the east of Longridge Fell Wood land, owned by Stony hurst College
and offering commanding views of the surrounding countryside. They will be displayed until Monday at the libraries in Whalley and Lon gridge and at Ribble Valley Borough Council offices, in Church Walk, Clitheroe. People are encouraged to com
ment on the designs, with those com ments helping a local steering group to choose one to be further devel oped and planned. The shortlisted designs - titled
“Fold”, “Kemple Pike” and “Neo scope” - are featured on page 3. “Fold” takes inspiration from a
traditional sheep fold and is intend ed to both frame the view and pro tect the viewer from prevailing wind and rain in any direction. Built in the shape of a cross, it would be five metres square and 2.7 metres high. “Kemple Pike” is a design for a 12-
metre high cone-shaped tower, built using aluminium strips around a central frame to give a random lat tice work appearance. Ancient and enigmatic standing stones and mod ern, elegant communications masts both resonate within the design. The tower would stand on a flush stain less steel base featuring orientation

ing wall, built to embrace the con tours of the landscape and provide shelter. At its centre would be a cir cular hole featuring a suspended lens. Looking through the hole would give a view of the landscape with the part caught in the lens being seen upside down. The wall would be built using local stone and feature a stone seat and wooden decking in boggy areas. Comment forms will be available
