“W

e will never urge the Ukrainians to make a compromise that will never be acceptable to them […] We have to respect the Ukrainians to decide the moment and the conditions which they will negotiate their territory and their future.” So spoke French President Emanuel Macron, in a joint press conference with US President Joe Biden. Biden also added that he is prepared to speak with Vladimir Putin if the Russian president shows an interest in ending the war in Ukraine, but only in consultation with Nato allies.

This increase in rhetoric around the potential peace process could lead one to hope that the end of this conflict might be in sight. However, it remains difficult to work out exactly what the terms of any kind of peace deal might be. With Russia still holding some 50% of its original territorial gains, it is unlikely that Ukraine would be willing to cede any of this ground to its enemy. And, with Kyiv on the upswing and Russian forces falling back from Kherson and other holdings, it may only be a matter of time before Putin’s armies are driven out of the Donbas region – and possibly even Crimea.

For the moment, though, the war continues to rage on, and winter is likely to slow down any momentum on one side or the other. In this issue, we examine a number of the current frontiers of conflict, looking at how Nato allies in Eastern Europe are preparing for possible future conflict with Russia, while working to deter future ambitions over expansion, on page 8. Similarly, we explore how the war in Ukraine has highlighted the importance of anti-drone technology on page 22. Finally, on page 40, we learn about why Putin’s claims over Ukrainian development of a so-called ‘dirty bomb’ have increased concerns over CBRN threats in the war.

One thing is for sure – while, on paper, it might be in all parties’ interests to sue for peace, much is yet to happen before this conflict comes to a close.
