minimum wage to paid leave - while offering them the same degree of flexibility to take on additional work to top up their income, if they choose.
The new guidance includes advice for small businesses that have less capacity and legal expertise to understand the law.
Outside of London, licensing authorities have historically not paid a great deal of attention to contractual arrangements between passengers, operators and drivers, however it is clear that these relationships are becoming areas of increasing importance.
As a consequence of this guidance being released there is likely to be increasing complaints to councils from drivers who may consider that operators are not treating them correctly, asking councils to assist and resolve an operator’s practices in line with their ‘fit and proper’ obligations.
TAXI CONFERENCE
Finally, the Institute of Licensing is gearing up to host its regular Taxi Conference in Birmingham on 12 October. This is open to everyone with an interest in taxi licensing, including local authority officers and
importantly members of the trade and provides a great opportunity to keep up to date with the latest happenings in the sector.
The Taxi Conference will have a packed agenda, which at the time of writing includes: an overview of legislative updates from James Button; a talk on electric vehicles by
Tim Scrafton of Connect
Consultancy; an update on potential legislative changes in Wales and an operator perspective, featuring many well-known industry rep- resentatives, reflecting the IoL’s
broad church
membership and appeal to both local authority officers and the industry.
The conference will also feature a ‘mock’ driver licensing sub-committee meeting to demonstrate best practice in how a committee meeting should take place which will provide a valuable learning opportunity for both authorities and the trade. I will be presenting a session looking at effective enforcement.
