COURT THREAT FOR ILLEGAL PENDLE TRADE


Taxi drivers who ille- gally ply for hire outside pubs in Pen- dle could face prosecution.


The warning comes as Pendle Council launched a crack- down on both hackneys and pri- vate hire vehicles picking up fares near the White Bear Inn, the George and Dragon and the Thatch and Thistle pub in Barrowford. Taxi driver assoc- iations welcomed the action, but called for more immediate punishments for those who flout the law.


The council has agreed to carry out more plying for hire exercises to issue warnings to drivers. A similar exercise carried out over two days in June in Bar- rowford, Fence and Colne saw nine pri- vate hire drivers and nine hackney cab drivers issued warn- ing notices.


Council leader Joe Cooney said coun- cillors wanted to come to an agree- ment with drivers illegally picking up customers before it became necessary to prosecute.


He told the Burnley


Citizen: “We are going to try to work with both the hack- ney trade and the private hire trade before we go down the route of prosecu- tions. We would rather work with them to find a so- lution. Members of the community are going to go out with officers on a Friday night to the hotspot areas so we can see for ourselves what the situation is. “If they do not want to agree to anything, we will go down the route of prosecu- tions. Our concern is safety.”


WATFORD TAXI BOSS FINED FOR USING UNLAWFUL DRIVER AND CAR


A taxi company owner who unlawful- ly employed an unlicensed driver and car has been found guilty and fined £700. Following com- plaints made to Watford Borough Council, the coun- cil’s Licensing Enforcement Officer booked a car from Amber Cars, The Brow, Watford, to pick up a customer from Watford Gener- al Hospital in March. It was discovered that the driver and car were licensed by Hertsmere Borough Council, but not Watford Borough Council, meaning they were both unli- censed to work for Amber Cars. Further investigation showed since Mr Sheikh Mussarat Hussain took over the company in


November 2012, Amber Cars had been cautioned not to employ drivers li- censed by another local authority. He was at this time also the owner of Heath Cars in Bushey by whom the driver and car were employed. On November 4, Mr Hussain appeared at Watford Magistrates’ Court where he pleaded guilty to charges of operating an unlicensed vehi- cle and driver. Mr Hussain was fined £700 and ordered to pay £300 costs to the council plus a £15 victim sur- charge.


Councillor Keith Crout, portfolio holder with respon- sibility for licensing, told the Watford Observer: “Using drivers licensed by another council means Mr Hussain


obtained an unfair economic advan- tage over other operators in the bor- ough who played by the rules. It also meant the council’s own hands would have been tied in the event of any incident or com- plaint, such as rudeness, taking passengers on longer routes than necessary, smoking in vehicles or more serious safety con- cerns involving the out-of-borough driv- ers.


“This is the purpose of making sure all drivers and cars are correctly licensed. The council has invested much time and effort in ensur- ing this practice ceases, including a voluntary transfer scheme to bring operators in line with the law.”
