The New Year has started off with not so much as a bang but an About Turn, in three different districts. This change of direction is that recent in all three areas that it is too soon to register the effects of such u-turns; but all three are sound- ing rather positive. Starting in Dudley, we have reported during 2013 that private hire licence holders had continued their ongo- ing campaign to reverse the council’s 1996 policy that all pri- vate hire vehicles had to be white. There were protests in April, and meetings on sever- al occasions between the trade and the coun- cil, to attempt to reverse the long-stand- ing policy and allow PHVs to be licensed in other colours besides white – mainly because of the prohibitive cost

Then finally (as report- ed inside - see Round the Councils) the Committee agreed in December 2013 that private hire vehicles - and hackney carriages - licensed after 1st June 2014 can be any colour; Dudley PHVs will now be identified with two door signs and a roof sign.
Next we have Milton Keynes, whose Regu- latory Committee agreed on 11 Decem- ber 2013 to re-regulate, meaning that the num- ber of hackney carriages licensed in that district will remain at its current level (217). See inside on the Dereg page for fur-
ther details. The trade in Milton Keynes has been striving for this result for over 11 years; hopefully the limit will ultimately make a difference in their pockets.
Finally there is Worcester: they are consulting at present, after many years, on the possibility of re- regulation following a survey paid for by the trade. In the interim, the council has intro- duced a rule whereby all new hackney car- riages coming on have to be brand-new; exist- ing taxis will also have to be brand-new when they are replaced. This is a scheme which has been adopt- ed for numerical
control by various councils across the country: Swansea was the first of these. As the trade in these areas has all worked long and hard to achieve these results, let us hope that they are in place before the Law Commission’s ideas and plans are published in April. That of course is not to forget that for every- body who wants to change the way things are, there are just as many who want to maintain the status quo. When the Law Commission does eventually publish its ideas, we will attempt to transmit our readers’ thoughts in this paper. Watch this space.
