Stakeholder Consultation on Euro 5 Environmental Step for L-Category Vehicles The European Commission’s Joint Research Centre (JRC) is seeking views on the impact of Regulation (EU) No 168/2013 with regard to benefits, costs and technical feasibility of the Euro 5 Environmental Step.
This EU consultation is important for UEIL members to take note of as L type vehicles (motor vehicles with less than four wheels, i.e. motorcycles) have often been a forgotten category in the EU’s drive to improve motor vehicle pollutant emission across the board. New Emission standards for these types of vehicle over time might mean different engines and thus different lubricants. This consultation might also be an opportunity like the Euro 5/6 pollutant emission regulation adopted earlier for M1 and N1 type vehicles to ensure that OEM’s be obligated to provide access to technical information in a timely and affordable manner.

Oiling the wheels of greener transportation Burning rubber is the last thing a driver wants to do to save fuel. In fact, tyres account for up to 15% of a vehicle’s fuel consumption. An EU-backed project has developed new compounds, designs and treads for tyre manufacturing to slash this ‘rolling resistance’ for the good of the transport sector and the environment. It is doing this by developing the concept for an innovative low-rolling resistance tyre and a comprehensive fuel management tool box for fleets.
The Tyre project is relevant for UEIL members as it’s further proof that the EU is not only taking measures to propose fuel efficiency targets for N2 or HGVs (Heavy Goods Vehicles), currently under discussion in Brussels. The EU is also funding projects of this kind to increase efficiency of other vehicle components on these types of vehicles. New targets over time will undoubted impact the powertrain technologies in HGV and might also impact the type of lubrication in the future.

Study on Measuring Fossil Fuel Subsidies The fall in energy prices has opened a window of opportunity for governments in both developed and developing countries to reform subsidy schemes for fossil fuels, which worldwide cost an estimated USD 1.9 trillion a year. Careful reforms would not only strengthen public finances but reduce economic distortions and help lower C02 emissions. This Economic Brief aims to shed some light on the true magnitude and allocation of fossil fuel subsidies so as to enable comparisons between countries and regions.
This type of study is worth taking note of for UEIL members as fuels and lubricants are sometimes taxed or not taxed in similar fashion. Different fuels different types of lubrication. As part of the Energy Union package of measures, the EU has stated its intention to publish bi-annual reports on energy prices (of energy products across the EU) and specifically making transparent different subsidies and taxation levels. This could potentially also have a direct impact on lubricants.

New action plan for the car sector launched The launch of the new CARS 2020 Action Plan for automotive industry was announced on 4 February 2015 by Elżbieta Bieńkowska, Commissioner responsible for Internal Market, Industry, Entrepreneurship and SMES.
The new process focuses on two main objectives: • strengthening the competiveness of the automotive sector, both in Europe and externally;
• driving the sector through the ongoing mobility revolution and making Europe the key player and trendsetter in the domains of innovative modes of transport and intelligent transport systems.
The resulting high-level group is expected to be launched in June of this year. The re-launch of this group is relevant for UEIL members as it might pose an opportunity at a future juncture to raise the access to information challenges facing our industry to this group of EU and industry stakeholders.
Taxation
The UEIL Board has decided to focus its main activities of the Taxation Campaign on the European Commission Working Group on the revision of the CN codes and refining the current tracking and tracing rules as the negotiations on the Energy Taxation Directive have stopped since the European Commission has decided on 16 December 2014 to withdraw this proposal as no progress could be achieved within the Council. The next Commission Working Group on the revision of the CN codes took place on 16 and 17 April 2015.
In addition UEIL will continue to closely monitor the positions of Poland and Lithuania as both EU Member States could still ask to continue negotiations to include lubes under EMCS under the Excise Committee in Council.
