Miltos Bantis, GEIR President
In March 2025, GEIR members convened in Brussels for their Annual General Meeting. The gathering provided a platform for GEIR members to engage directly with representatives from the European Commission, fostering a collaborative dialogue on the future of EU waste legislation, particularly concerning waste oils regeneration.
The European Commission shared critical insights into its ongoing work to promote a circular economy, outlining the priorities for its current mandate. Discussions centered on potential policy measures and challenges to bolster the regeneration of waste oils, a process vital for transforming used lubricants into high-quality base oils.
In that regard, GEIR members highlighted the need for robust legislative frameworks to incentivize waste
oil collection and regeneration, underscoring the strategic importance of re-refining in conserving resources, reducing CO2
Emissions and decreasing the
EU’s reliance on imported fossil fuels. The Commission emphasised its commitment to supporting the re-refining sector, recognising its significance in implementing the EU’s ambitious sustainability agenda. In the context of the forthcoming Circular Economy Act, GEIR is committed to sustained collaboration with EU institutions to identify and promote optimal policy measures that enhance the re-refining sector across Europe.
In other news, the European Commission has initiated a public consultation on revising the EU Emissions Trading System (ETS), targeting adjustments to MW thermal input threshold and the inclusion of municipal waste incineration from 2028. GEIR will participate in the discussions to ensure that the role of the re-refining sector in reducing CO2
emission is taken into account in the future regulatory framework.
