Every October, the European Commission presents its “work programme”, informing the public, Member States and other European institutions about its political priorities and legislative agenda for the year ahead.


Among other initiatives, the Commission announced the revision EU Waste Framework Directive (WFD) in the second quarter of 2023. Unlike initially planned, the Commission proposes to narrow down the scope and to focus solely on textile and food waste - thereby excluding waste oils from revision.


While GEIR is certainly surprised by this decision, our determination remains intact to emphasise the importance of and need for establishing a binding legislation that increase the collection and regeneration rate of waste oils – including via targets. As the latest IFEU LCA for regeneration of waste oils confirms, regeneration remains the best environmental option for the management of waste

is not in line with the waste hierarchy. This reinforces our industry’s position as a key actor to achieve the EU’s climate goals and strengthen the EU’s strategic autonomy in the context of the war against Ukraine.


GEIR will therefore continue to be vocal about the core benefits of our activities when engaging with the EU institutions and advocate for binding measures to improve regeneration. Finally, other legislative files of interest were announced in the work programme, notably a revision on the REACH regulation – aiming to reduce exposure to the most harmful substances – which is expected to be published, after several delays, at the end of 2023.
