Background of Turkish Waste Oil Legislation
The UEIL HSE committee recently met to discuss waste oil legislation in countries where our members operate. In that respect, the current waste oil legislation and possible amendments in Turkish waste oil legislation has been reviewed. The current legislation in Turkey, is fairly comprehensive in terms of legal requirements and licensing of re-refiners as well as collectors, i.e., waste oil re-refiners are required to have a specific license, which is subject to some intensive technical and independent assessment.
One interesting feature of the legislation is the compulsory blending requirement of re-refined base oils by the lubricant producers, in addition to their compulsory blending requirement, the producers, as a part of producer responsibility, has to participate and
actively support the waste oil collection activities. The blending requirement is a legal obligation of lubricant producers, and that the producers are obliged to blend re-refined base oils by minimum 8% starting from this year. The target is to reach 15% blending by re-refined base oils, by the year 2024. However, lubricant industry, due to approval processes by OEM, is suggesting to revise these targets, so that they can complete the certification requirements and be compliant to the legislation. The targets are likely to be revised soon, in order to have common settlement with the lubricant industry.
