ATI Campaign The European Parliament’s plenary voted on 19 April on the proposal for a regulation on the approval and market surveillance of motor vehicles and their trailers. The report was adopted by a very large majority (547 Members of the European Parliament - MEPs). 83 MEPs voted against it and 16 abstained.


The MEP in charge of the file in the European Parliament, Dan Dalton, said that the new text introduced a strong, transparent system to ensure cars are safe and meet emissions standards, helping both consumers and the environment.


The next step will be approval by Council followed by publication in the Official Journal. This will conclude the legislative process on this file which started with the Commission proposal in January 2016. As the review process has had a limited focus on RMI provisions, UEIL will continue to follow this issue and push for the Commission to undertake specific technical work on this topic.


HSE Committee update


Once again, Annex VIII of the CLP is a cause a lot of concern. Lube manufacturer supplying lubricants labeled as “dangerous” for human health (and also labeled for some physical hazards) have to submit details of the formulation including non-hazardous substances to the “appointed bodies, which means local poison centers until 2024 for industrial use and 2021 for professional use. The information has to be submitted in local language and includes a “unique formulation identifier (UFI)” which allows users to track formulations. Details of the annex VIII legislation will be discussed in our HSE working group. A position paper will be issued soon and express our concerns on workability to the commission.


Just a week after our next HSE meeting in May, the last registration phase of REACH ends. Substances without full registration cannot be used in lubricants after June 1st. The only exemption are substances bought from suppliers before June and on stock. We will also discuss the recent proposal for a restriction of so called microplastic particles. From the Commission’s working paper, it is not entirely clear if this may include also certain polymers used i.e. in metalworking fluids. The HSE group will follow these things and keep UEIL members updated.

Fiscal issues The European Commission is reviewing the Energy Taxation Directive that was withdrawn by the European Commission in 2015. The European Commission hired an external agency (Deloitte) to prepare a technical study (for internal use) on the key elements of a revised Energy Taxation Directive and Deloitte sent the European Commission its study in Q2 2018. Deloitte recommended the European Commission to publish a review of the ETD as this is in line with the European Commission’s agenda on the Climate and Energy Package and there is now more support for an ETD in Council. Related to UEIL’s objective to prevent the inclusion of lubes under EMCS, UEIL will continue its actions.


UEIL Industry Statistics Committee The UEIL Industry Statistics Committee – UISC – met in April 2018 in Mannheim/Germany and elected the committee’s new permanent members: Apu Gosalia, Chair of the Committee (VP Sustainability & Intelligence, FUCHS PETROLUB SE), David Wright (Director General UKLA), Christian Hartmann (President GEIR), Russell Patten (CEO Grayling Belgium) and Sévrine Pereira Teixeira (UEIL Communications Coordinator).


The committee had a fruitful discussion, focusing on the UISC process and data gathering for the 2018 report, as well as the planned enlargement of the statistics to all 27 EU member states in 2019.
