ATI Campaign On 23 January, the European Parliament’s IMCO Committee (Committee on the Internal Market and Consumer Protection) voted to approve the text of the proposal for a regulation on the approval and market surveillance of motor vehicles and their trailers as agreed in trilogues. The text was approved by a large majority – 27 votes in favour, 3 against and 0 abstentions. The next step is the vote in the plenary of the EP scheduled for 16 April 2018.
UEIL will continue to follow this issue and push for the Commission to undertake specific technical work on the RMI provisions.
HSE Committee update On our last meeting of the HSE group in Milan (upon invitation from Federchimica), the focus was again on European legislation concerning lubricants.
First of all, the Annex VIII of CLP causes a lot of concern. Each manufacturer supplying lubricants labeled as “dangerous” has to submit the formulation (with quite narrow concentration limits) to the ECHA by January 2020 (mixtures for consumer use) and until 2024 (industrial use). All member companies are encouraged to prepare themselves for the upcoming piece of legislation.
The Ecolabel will be revised by summer 2018. Again, the HSE group generated some input on the new criteria in order to keep the ecolabel workable. The next meeting will take place on Wednesday 23 May 2018, 10.00 – 17.00 – UEIL Offices in Brussels.
Technical Committee update In September 2017, on the occasion of the UEIL Committee meetings, Tim Bates announced his retirement, leaving his position of Chairman of the UEIL Technical Committee. It was agreed that another member would to take over the position of Chairman as of January 2018.

In December the transition took place, Ad van Genderen was appointed Chairman of the Technical Committee. Ad van Genderen is working for a Dutch independent blender in The Netherlands.
In January 2018, the Committee held its first meeting of the year in Brussels with the new Chairman. Ad van Genderen would like, on behalf of all members of the Technical Committee, to thank Tim for his excellent work over the past years.
Fiscal Issues The European Commission is reviewing the Energy Taxation Directive that was withdrawn by the European Commission in 2015. The European Commission hired an external agency to prepare a technical study on the key elements of a revised Energy Taxation Directive. The publication of the study was foreseen for Q4 2017 but has been delayed to Q1 2018. UEIL hopes that through the Energy Taxation Directive further progress can be made to achieve a real level playing field for the lubricants market in Europe.
Related to UEIL’s objective to prevent the inclusion of lubes under EMCS, UEIL will continue its outreach to the fiscal attachés in the Permanent Representations of the EU Member States.
