The Revision of European Waste Framework Directive (2008/98/EC)

The trialogue discussions regarding the revision of the Waste Framework Directive have come to an end. GEIR would like to take the opportunity to inform about the results.


Discussions have been long and intense and the results still have to be formally approved by European Council and Parliament. The final text has been sent to them on 19th February 2018. It is foreseen to ratify the text in April/May 2018.


The efforts that have been made on introducing concrete recycling targets until 2025 could not be followed. The main reason was that the European Commission decided to insist on following the standard processing for such decisions. Before the determination of any targets, a formal Impact Assessment process has to be followed and finalised. However, it has been decided that the European Commission shall examine the regeneration target topic until 2022 and present a legislative proposal by then. This makes regeneration/ waste oil recycling the only topic that will be examined so early – other than further topics that have been discussed and have to be reviewed until 2024.


Finally, as the revised Waste Framework Directive is being officially adopted, the European Commission will start to work on the reporting requirements for Member States to collect and deliver data about collection and regeneration of waste oils. In addition, input from stakeholders and trade associations like GEIR will be valuable in the process and we will work with our members towards that goal. The aim is to have robust assessment of the feasibility for setting regeneration targets at the EU level by the end of 2022.


GEIR is confident that also its LCA (published in June 2016), currently subject to Critical Review which will be finalised soon) together with further arguments, represents a very good base to agree on concrete recycling targets with the European Commission. At last, the regeneration of waste oil is back to the top of subjects to the Commission.
