Te IP block is being disputed given the legal aspect but the Swiss parliament says it wants to protect its Swiss players against unregulated foreign operators.
Karl Vogler (National Council of Obwalden canton) has said the IP blocking is the only way to prevent an annual CHF250m from being paid to operators who did not pay taxes or comply with the regulations.
Tere is an added frustration in that players will still be able to access the various foreign online sites as the new law will merely guide players to sites offered by the Swiss casinos.
Te IP blocking move has been heavily criticised. Te casino and sports betting providers ran hard lobby campaigns in the run up to the decision as obviously it is this sector that will reap the benefits. However many other sectors and political parties are against the decision.

Christian Aumüller at Grand Casino Bern said: “IP blocking is one of the pending issues (formally approved but there might still be political tools) but should work for the majority of the targets the gaming board is aiming at. If the Swiss operators are able to offer a competitive product there is no need for users to use VPN or other ways to work around an IP blocking. Tose customers that will not be allowed to gamble online (due to a barring regarding responsible gambling or money laundering) in Switzerland might be the ones looking for such ways.”
Te new regulations means there will be:
l A blacklist with IP blocking of these blacklisted websites. Tis however will just be in the form of a warning signal for users.
l Te law won’t prohibit players from accessing foreign gambling websites and they could in theory circumvent the blocking measures.
l Only operators of a physical casino located in Switzerland may offer online gambling services. To be able to extend their existing casino licence to incorporate online services the applicant will have to establish the commercial viability of the service.
