La Comisión Nacional de Juegos de Azar de Paraguay (CONAJZAR) ha dado luz verde a un casino y hotel de gran escala. Los inversores tienen previsto invertir la cantidad de 148 millones de dólares americanos en este proyecto que será construido en la isla de San Francisco ubicada en el río Paraguay.
El presidente de la Lotería del Estado de Río de Janerio (Loterj), Sérgio Ricardo de Almeida, ha expresado su apoyo a nuevas leyes que permitan abrir el mercado a inversores extranjeros. Declaró que el estado puede ser pionero en aras de la industria de los juegos de azar contando con que otros estados harán lo mismo también en lo suce- sivo.
La Cámara de Diputados de la Provincia de Buenos Aires ha aprobado por unanimidad una enmienda propuesta por el legislador Fabio Britos que modifica la Ley 13,253 que regula el sector de las carreras de caballos en esta provincia. Esta enmienda conlleva que el trote pasará ahora a estar incluido en la legislación aplicable a este sec- tor de forma que los fondos generados por el Fondo Provincial de Juegos de Azar podrán ser utilizados para recaudar fondos adicionales para hipódromos en la provincia de Buenos Aires.
La Cámara Uruguaya del Juego y del Entretenimiento (CUDE) ha criticado una nueva ley de juegos de azar que se encuentra en fase de estudio en la Cámara de Diputados por el hecho de que esta no incluye las máquinas tragamonedas no instaladas en casinos.

PARAGUAY LICENCES US$148m Invested in Integrated Resort
A large scale casino and hotel has been given the go ahead by Paraguay’s Gaming Board (CONAJZAR). Investors are planning to invest as much as US$148m on the project which will be constructed on the island of San Francisco on the Paraguay River.
American company Vimerica Development LLC will invest in the project according to local press reports via its subsidiary Vimerica SA. Te company plans to invest in the integrated resort with Paul Steelman, majority shareholder and CEO of Las Vegas, Nevada-based Steelman Partners. Steelman Partners is an industry- leading architectural firm and has designed over 4,000 casinos and integrated resort designs around the world and specialises in designing entertainment based projects.
Te project will be jointly developed by Global Gaming Asset Management (GGAM) and Vimerica. Te government and CONAJZAR will soon sign off on the deal. It is estimated that construction will take 42 months to complete, and will employ 5,000 people directly and indirectly. Te island of San Francisco is located in the centre of the South American country and
is an ecological reserve that measures 15 kilometres long by 5 meters wide and administratively speaking constitutes a part of the city of Limpio located in the north of the Central Department.
Te announcement comes at a time when Paraguay is becoming increasingly popular as a tourist destination with a number of projects on the way as the board paves the way for future investments in the industry. Tourism to Paraguay increased by as much as 97 per cent in 2015, making it the fastest growing travel destination of that year and Paraguay is now South America's eighth most visited country.
A number of operators are believed to be interested in opening a new casino on an eleven hectare site owned by the National Administration of Navigation and Ports (ANNP) in Ciudad del Este. Interested parties include Hard Rock International as well as other operators from the United States and Chile. According to the terms of the new bidding process, total investment will stand between US$50m and US$70m and the licence will be granted for 20 years.

Rio could Serve as model for the gaming industry
Te President of the Lottery of the State of Rio de Janeiro (Loterj), Sérgio Ricardo de Almeida has come out in support of new laws which would open up the market to foreign investors. He said the state could be a frontrunner for the gaming industry with other states soon following suit. Mr. Almeida said that there is already considerable interest in the construction of “seven or eight casinos" in the state, which could generate up to R$80bn in revenue. Rio de Janeiro he said could serve as an example to other states and cities.
“By choosing a model focused on Rio, Brazil has the chance to promote the development of the sector and can more efficiently manage the necessary operational and fiscal controls. Te collection of royalties and participation in the casino concessions in Rio will generate revenues that will be distributed to the other states, after all, estimates indicate that 70 per cent of them are not attractive to the casino sector,” he said.
Ricardo de Almeida went onto say that some of the largest operators in the world were willing to invest a “few billion” in Brazil leading to job creation in a wide number of sectors including construction, information technology and hospitality.
Te Chilean Gaming control Board (SCJ) deadline for the presentation of the technical and economic bids for the municipal casinos in the municipalities of Arica, Pucón and Puerto Natales has now passed. Te announcement was officially made public in Chile's Diario Oficial (Chile’s Government Gazette), where interested parties submitted their proposals at the Gran Palace Hotel in Santiago.
However, in the case of the casino licenses in the municipalities of Iquique, Coquimbo, Viña del Mar and Puerto Varas, the dates established by the gaming board have yet to be announced. According to estimates released by the SJC, the new tender process could raise tax income generated for the state by the new casinos by as much as 46 per cent on average while gross gaming income (divided equally between the municipality and the state) will increase by 20 per cent.
