El gobierno de Valencia aumentará los impuestos para juegos de casino y máquinas trag- amonedas a partir del próximo año. Conforme al nuevo reglamento, los operadores tendrán que pagar una tasa anual de 3.600 euros por día y máquina tragamonedas en comparación con los 3.200 € que pagan hoy día, mientras que los jugadores que ganen premios en casinos deberán pagar al menos un 20%, en lugar del 15% que pagan actualmente cuando ganan un premio.

Te Uruguayan Chamber of Commerce for Games and Entertainment (CUDE) has criticised a new gaming law now under consideration in the House of Deputies as it does not include slot machines located outside of casinos. "For more than twenty years we have had these slot machines in the country, but the state has avoided their regulation" said advisor of CUDE Gerardo Dibbern."
You have to create a regulatory framework, which stipulates where you can put the machines and how many you can have. Now you can see machines in different places, from bars to a chemists and that is what we do not want.” Dibbern told local press that it was up to the state to set out clear rules to generate legal certainty. CUDE represents more than 96 Uruguayan companies operating in the local sot machine sector with machines located in shops and small businesses.
New gaming regulations are being considered as part of a much larger Accountability Law which was put forward by the Executive branch and aims to put into practice regulations regarding fiscal transparency and accountability laws. Te law is designed to balance the federal budget
and support the country’s projected growth, and impacts both individuals and companies operating in Uruguay. Although the exact details on how the new law will go onto effect, the new law will, it is believed, add an additional tax on gaming by applying an income tax on pay outs on slot machines and tables in casinos.
Dibbern said that the state should keep a register of all machines, authorised locations and owners, with the objective of determining a fixed fee. However, he said that the industry has been overlooked by successive governments.
According to Dibbern, there could be as many as possibly 20,000 slots outside casinos in Uruguay and if the state decided to put a legal framework in place and charge a fee of US$500 per machine, the state would generate around US$10m. Although slot machines outside of casinos have caused considerable controversy in the past Dibbern said that since 2004 fifty three court judgments had been awarded in their favour in which both prosecutors and magistrates established that their activity was lawful. Tis is because there are no laws in place specifically related to slot machines in small businesses.

Arson attack could be linked to new gaming measures

Tierra del Fuego Security Secretary Ezequiel Murray has not ruled out that an arson attack that occurred recently at the headquarters of the Provincial Institute of Regulation and Betting (IPRA) may be related with recent announcements by the government in relation to the online control of slot machines in the province. "We are not ruling out any hypothesis and it strikes us that just days ago the governor (Rosana Bertone) made
an important announcement regarding their control. We are not ruling out any possibilities because this fire was intentional," said the official.
"Te event has us concerned and we will work more on security, but in no way will this make us go back on any issue raised by the governor." Te local government believes that the timing of the attack is significant as the governor recently announced that all slot machines in casinos in the province will now be monitored online and in real time by a central government-controlled server which will report all transactions to the local tax authority.
Te Chamber of Deputies for the Province of Buenos Aires has unanimously approved an amendment submitted by legislator Fabio Britos, which amends Law 13,253 that regulates the horse racing industry in the province. Te amendment means that trotting is now included in legislation which covers the industry so that funds generated by the Provincial Fund of Gaming can be used to raise additional funds for racetracks in the province of Buenos Aires.
Britos said that horse race trotting in the province currently makes up more than 50 per cent of horse race betting throughout Argentina and that the amendment could lead to a resurgence in the industry. Britos said: "Tere are five racetracks in operation and before this change they did not have any type of state support, apart from in some cases.”
