FINLAND LEGISLATION
IRELAND – The interim Gaming and Lotteries Act has come into force ahead of a fuller overhaul of gambling regulations this year. The Act modernises the Gaming and Lotteries Act 1956 and will help the better promotion of local gaming and lottery activity as well as adding more consumer protection rules and standardising a minimum age of 18 for all gambling products. The Act updates stake and prize limits for gaming machines, and includes a provision allowing the government to amend these amounts by regulation. It also directs more proceeds from lotteries go to charitable causes.

GREECE – Intralot has entered into a lock-up agreement with an ad hoc group of noteholders, holding in excess of 75 per cent of the €250m senior unsecured notes due 2021, pursuant to which the parties agree to support the balance sheet optimisation transactions. Members of the Ad Hoc Group also hold in excess of 13 per cent of the €500m senior unsecured notes due 2024.
FRANCE – Montpellier Hérault Sport Club President Laurent Nicollin has confirmed that the football team's future MHSC Stadium, which will be built in the Ode à la mer district, will not include a casino. “There won't be a casino. We discussed the possibilities, but there are things that are doable and others that are not. In the end, there will be no casino,” Mr. Nicollin said.
SPAIN – The Union of Gambling Hall Workers of La Rioja in northern Spain, an organisation that represents over 300 workers of the gaming halls of the Rioja Community, has sent a letter to the President of the Autonomous Community, Concha Andreu, requesting that the gaming halls of the Community receive the same treatment as commerce and other activities. The union said that the slot halls are the only daytime activity that has been closed with the new measures. "For the 300 workers in the slot halls, it is incomprehensible that they are closed when, due to access control measures, we are the most prepared activity to comply with capacity limitations."

Te Finnish Ministry of the Interior is considering a major overhaul of the Finnish Lotteries Act that would allow monopoly operator Veikkaus to launch B2B services. Veikkaus would be able to create a new division to ‘provide gambling products and services to other companies.’
Te ministry said: “Te basic premise of the reform is that Finland’s gambling system will also in the future be based on the state monopoly in line with the government programme.” Whilst the promotion of ‘particularly harmful gambling games, such as slot machines’ would be banned, promoting sports betting would be allowed.
Veikkaus has also launched compulsory authentication for slots in stores, restaurants, kiosks, and service stations. Te reform is part of Veikkaus' comprehensive CSR Program, which aims to prevent gambling-related harm. Customers can authenticate themselves on slot machines from now on by using their Veikkaus Card, by phone, or by using a payment card linked to their Loyal Customer status.

You can only play Slots if you have a personal account, and you cannot open one if you are under 18. Authentication will also have significant economic impacts. Together with the other gambling control tools, it will cut the players' losses by ca. €300m per year.”
