Microwave 2 (12 oz) pkgs frozen steam- in-bag cauliflower florets in their bags according to package directions. Carefully open and drain off excess liquid. Transfer cauliflower to bowl along with 4 tbsp melted butter, ¼ cup light sour cream, and ½ tsp garlic powder. Stir to combine. In batches in blender or with immersion blender, purée until smooth. Season with salt and pepper. To serve, garnish with 2 tbsp chopped chives.
