Legislating Safety? The issue of school bus crash mitigation is also


grabbing the attention of Congress. Last year’s School Bus Safety Act would have required the U.S. Department of Transportation to issue rules requiring school buses (with a gross vehicle weight rating of greater than 10,000 pounds) to be equipped with not only three-point seat belts at each designated seating position, but also an automatic emergency braking system.


Also included as a requirement was: an event data


recorder, electronic stability control system, and at least 30 hours of behind-the-wheel instruction for all school bus drivers. However, the legislation, which was co-sponsored


by Sen. Tammy Duckworth of Illinois and Rep. Steve Cohen of Tennessee, never made it out of a subcom-


mittee last September. But the bill does illustrate the increasing awareness of the issue. School bus crashes occur every day. Preventing such accidents and the fatalities that could result from them, can be prevented with technology such as collision avoidance systems and ESC. Requiring such technology is one solution, if the school bus market does not respond fast enough. “The National Transportation Safety Board and safe-
