Why Redesign Alone Cannot Solve Legacy Risk

hen legacy pressure builds, the in- stinct is familiar: redesign the board, refresh the architecture, modernize
the specifications and buy another decade of support. On paper, it feels decisive. Engi- neering is engaged. A technical solution is underway. Progress is visible. But in long-lifecycle systems, redesign
rarely eliminates legacy risk. More often, it resets the clock while increasing exposure to schedule risk, parallel baselines and lifecycle cost. It can also leave the underlying sustainment challenge unresolved. The issue is not that redesign is
wrong. The problem is the belief that engineering alone can compensate for supply chain erosion, knowledge loss and low-volume economics.
New Designs and Obsolescence Even the best redesign cannot
prevent suppliers from exiting mar- kets or components from reaching end of life. Many systems take five years or more to reach initial production, of- ten relying on parts that may already be obsolete before the first unit ships. That means a new configuration
can inherit supply chain risk from day one. Sourcing may tighten earlier than expected, costs can rise before

production stabilizes, and availability ques- tions may surface almost immediately.
The Timeline Can Work Against You New hardware requires design, requali-
fication, documentation updates, training and operational acceptance. Those steps can stretch timelines by years. During that time, the installed base still
requires support, often with declining part availability and increasing repair pressure.
Teams can end up fighting two fires at once: managing legacy availability risk while try- ing to bring the redesign online. Instead of reducing pressure, the re-
design effort may create an extended transi- tion period where both the old and new con- figurations require attention, resources and support.
Legacy Systems Do Not Disappear
Fielded units cannot be replaced overnight. A redesign usually supple- ments the installed base before it re- places it, if it replaces it at all. The result is often two active
baselines: legacy and redesigned. Each carries its own obsolescence risk, configuration requirements, sup- ply chain exposure and support bur- den.
That can effectively double the
sustainment surface area. Supporting both baselines increases complexity and lifecycle cost for far longer than many organizations anticipate.
Redesign Does Not Create Demand
