THE PORT OF DARTMOUTH ROYAL REGATTA 2019

Dartmouth Royal Regatta is the busiest week of the year with a large number of vessels both un- derway and moored in the harbour. The Dart Harbour river team will be on hand on channel 11, callsign DARTNAV to help those on the water and promote safety. Since the river will be particularly busy during the Regatta, I would ask that you take special care to ensure that everyone stays safe whilst enjoying themselves.

Events and safety Harbour users are reminded to keep clear of the organised water- borne events and exercise partic- ular caution when underway in the area during this period. Events such as the firework on Saturday the 31st

Landing and embarkation Please consider using the avail- able river taxi services on channel 69 or 07970 346571 to travel ashore; we have both reduced fares and increased their number to encourage this. If you do choose to use your tender in the hours of darkness or restricted visibility, please show the appropriate lights and signals, use a kill cord and wear lifejackets. Pre- vious years have seen incidents involving unlit tenders returning to larger vessels on moorings. The International Regulations for Pre- vention of Collisions at Sea includes use of a torch or white light if you’re using your dinghy at night and should be adhered to at all times. Please note, during quieter periods the Authority has been able to be lenient with regards to the enforce- ment of policy and rules related to pontoon use; during busier periods we are unable to offer this flexibility and may be forced to tow away vessels that contravene our regu- lations displayed on local signage and outlined in our Harbour Guide.

Speed awareness The maximum speed limit within the Dart Harbour area is 6 knots, although it is worth noting that many vessels need to travel slower than 6 knots due to their hull char- acteristic which will cause a large wash even at 4 knots – the impact of wake is easily felt in this water- way by users, flora and fauna alike. We look for your help to protect the environment and ask you to obey the Dart Harbour Byelaws. We ask that you are particularly mindful of

other river users during this very busy period and adjust your speed accordingly. The Authority will take action against boats found speeding or through their actions, endangering others. Harbour Authority vessels will be

patrolling throughout the regatta and there will also be a number of other officials and event organisers afloat and managing the foreshore, slipways and approaches. The success of the week and enjoyment of those attending depends upon everyone staying safe. Please listen to, and follow, the instructions of officials and event organisers who may ask you do things that are not normal practice to enhance safety or to help other river users. The River Dart is one of the most beautiful rivers

on the South Coast and is popular with both leisure and commercial users. Our aim is to see it flourish whilst preserving its environmental integrity. We hope that you enjoy the Regatta but are mindful of your environmental impact so that the Dart remains an area of outstand- ing natural beauty.

The Dart Harbour team will be available on callsign ‘DARTNAV’ on VHF Ch11 on the river and at the office on (01803) 832337 during opening hours. A free hardcopy harbour guide can be picked up from the Dart Harbour office or is available online at https://tinyurl.com/darthar- bour2019

We hope that you all have an enjoyable and safe time. Captain Mark Cooper Harbourmaster
