Economy roundup
• Preliminary data from the ONS shows GDP growth in the third quarter of this year edged up to 0.4%, from 0.3% in the second. Annualised GDP growth now stands at 1.5%.
• The same release from the ONS shows construction output falling by 0.7% in the third quarter of the year on a quarter-on-quarter basis, the second consecutive quarter of decline.
• The Markit/CIPS construction PMI returned to growth in October after posting a figure below the no change level of 50 in September, but at 50.8 it remained weak.
• Revised housing starts in England totalled 42,480 in the second quarter of 2017, a slight upward revision, but they were still 6% down on the previous quarter.
Budget 2017 – Key Points
THE CHANCELLOR, IN his first Autumn Budget, delivered what was a relatively quiet one for UK businesses, however there were some key points in his speech that you and your business need to be aware of:-
•VAT threshold for small businesses will be held at its existing level of £85,000 for the next two years
• The removal of the capital gains indexation allowance for companies from January 2018
•Business rates to be held to CPI inflation measure and not RPI, which could generate significant savings to businesses
•National living wage to increase to £7.83 in April 2018 • The personal tax-free income tax allowance will increase to £11,850 in April next year and higher rate income tax threshold will increase to £46,350
• Proposed increase in national insurance contribution to 10% withdrawn and plans to change the related NIC policies delayed by 12 months
• The rise in fuel duty for both petrol and diesel cars originally planned for April 2018 has been scrapped
•A rise in April 2018 in vehicle excise duty for any diesel cars that fail to meet the latest emission standards (this will not though apply to vans)
• 1% increase in company diesel car tax LAMD

Christmas closing
The PDA Head Office will be closed from 1.00pm on Friday 22 December 2017 and will re-open for business as usual from Tuesday 2 January 2018.

CICJ Official Designated Winter Holiday England & Wales The Working Rule Agreement states that there shall be seven working days taken in conjunction with Christmas Day, Boxing Day and New Year’s Day to give a winter holiday of two calendar weeks. The Winter Break in 2017 will be from normal finishing time on Friday 22 December 2017 to normal starting time on Monday 8 January 2018 in accordance with WR.18.1
