NEW TECHNOLOGY FOR SAFE AND EFFICIENT CREW TRANSFERS


One of the most critical activities in offshore operations is the transfer of personnel between vessels, assets and other offshore structures


This is not only due to the physical dangers that are presented from operating at sea, but the risks that can impact the operational efficiency of the work being undertaken.


TRANSFERRING PERSONNEL SAFELY AND EFFICIENTLY Safety and efficiency levels can be drastically improved with the introduction of a system that can proactively manage and automate personnel transfer records, verify certification as well as manage vessel availability.


New functionality has been introduced to the marine management system, SeaPlanner to assist windfarm developers in operating safer and more efficient personnel transfers offshore.


COMPLIANCY Before sending any person offshore, it is imperative to ensure they possess the relevant competency and training certification to access the asset at the destination and carry out the required tasks. This takes a lot of time and resources and also introduces a possibility of human error when it comes to checking the finer details, such as certificate expiry dates.

certification at the time the individual is selected for the manifest – and because it is a fully integrated system, all this data will already be held within the personnel database and approved at the time of the person’s induction, meaning their information will only need to be reviewed once.


MAXIMISING RESOURCES All windfarm developers and operators want to maximise operational activity on their project. Dormant vessels are extremely costly and can of course result in delays to work on the windfarm.


Marine management systems assist in operating safer and more efficient personnel transfers at sea.


Utilising SeaPlanner’s Transfer Planning function allows the management team to plan in advance who is due to embark on what vessel, at what time and from where. Each technician receives an SMS text message confirming all these details, thereby dramatically reducing the likelihood of delays due to technicians arriving at the wrong berth.


With the Transfer Planning system it is also possible to assign periods of unavailability to a particular vessel, e.g. due to maintenance, etc – this means that when it comes to creating the manifest, the coordinator will be able to allocate personnel and tasks to available vessels.


CONTROLLING ACCESS


The user can verify a manifest against the access rules to control safety across the site, this includes…


» A check for any expired certificates and against the specific access levels


» A check against vessel availability (users can edit status of vessels, dependent on their availability)


» Any compliance failure can be over- ridden by the user, who must add an appropriate over-ride comment to provide an auditable trail of why over- ride decisions were taken


» A Daily Transport Request (DTR) is available, to allow users (e.g. contractors) to request the transfer of teams and/or personnel to assets, at any point in the future


COMMUNICATION


It is essential for safe and efficient operations offshore that clear and succinct communication systems are in place between vessels and the marine coordination centre. Integrated hardware supplied with the system features an instant messaging function which allows for quick, direct communication between vessels and the onshore coordination base. This is typically transmitted over Satcomms or 4G and can act as redundancy in the event that any other communication channels may be down, or out of range, or to provide a wholly separate system for exchanging written instructions.


SAFETY OF PERSONNEL Of course the highest priority during crew transfers is the safety of personnel. The online transfer planner, will not only make an automated check against required and held certification, but also allow the project team to know the exact location of all personnel in the
