RUSSIAN NAVAL PROGRAMMES
modern environmental standards and most of the world's navies are building ships to meet them. There is also an absence of any modern
mine countermeasures force with only seven minehunters. However, there does appear to be a trend among navies to drift away from dedicated mine countermeasures vessel designs towards multi-role ships, and it is possible that the Russian Navy may follow this trend. In the past year Moscow has done little to upgrade
its navy and whether this is due to, or despite, yards opting for export contracts is unclear. There is to be a re-organisation of the shipbuilding
industry - apparently to bring it under state ownership - but this seems unlikely to have any significant impact upon the problem.
