NORTH BOATHOUSE RELOCATION


The MetropolitanWashington Airports Authority (MWAA) proposes to demolish the current North Boathouse at Ronald ReaganWashington National Airport and construct a replacement facility between the extended centerlines of Runways 4-22 and 15-33. The replacement boathouse will meet operational needs, reduce maintenance costs, and improve safety and security.


In conformance with the provisions of the National Environmental Policy Act, MWAA has prepared an Environmental Assessment (EA). After careful consideration of the information contained in the Final EA, the FAA has determined that significant environmental effects will not result from the proposed action. Therefore, the FAA has issued a Finding of No Significant Impact (FONSI).

Bidding Documents may be examined at the above address.


Federal Davis-Bacon Law is Applicable to this solici- tation.


An optional pre-bid conference will be held on November 9, 2010 at 10:30 a.m. at DOT-Transportation Engineering,100 Edison Park Drive, 4th Floor SE Conference Room, Gaithersburg, MD 20878. Although this is an OPTIONAL pre-bid conference, it is highly recommended that prospective bidders attend.


The project is located in Chevy Chase View, Montgomery County, Maryland, and is for the rehabilitation of Bridge No. M-0074, a four lane bridge carrying Cedar Lane over Rock Creek. This project is being partially funded with Federal funds.


The contractor will be given NTP for this project in January of 2011. This will allow time for the constructing the precast elements of the bridge, prefabricating the pedestrian bridge and preliminary site work prior to closing the road at the close of the Montgomery County Public School year in June, 2011. Reopen the road to two-way traffic prior to August 26th, 2011.


The work to be done under this contract will consist of, but not be limited to the following:


1. Furnish and install a temporary pre-engineered prefabricated pedestrian bridge about two hundred feet long over Rock Creek and upon completion of the project return the bridge to its owner and remove any temporary substructure installed to support it.


2. Set up a detour route for vehicular traffic during the road closure of Cedar Lane. This closure will take place during the summer break of 2011of Montgomery County Public Schools.


3. Install and maintain Sediment and Erosion Control devices as shown on the plans and as required by various agencies through out the project.


4. Install Temporary Stream Diversions as needed for the demolition and construction of the bridge substructure.


5. Demolish and remove the existing prestressed concrete voided slab beam bridge superstructure and portions of existing concrete substructure.


6. Rehabilitate the bridge with new precast concrete sub structure elements and prestressed concrete solid slab beam bridge super- structure and place Cast-In-Place concrete sidewalks and concrete parapets.


7. Construct grout bag scour cuntermeasures for the bridge sub structure.


8. Construct approximately 350 feet of concrete crash wall in front of and around the existing columns of Route I-495 over Cedar Lane. Remove and replace with the existing under bridge lighting system of the Route I-495 Bridge over Cedar Lane.


9. Improvements to Cedar Lane include relocation of storm drain structures north and south of the bridge, improvement to its inter- section with Beach Drive and construction of a shared used path connecting bridge’s path to the trail south of the Capital Beltway overpass structure.


10. Remove existing traffic signals at the intersection of Cedar lane and Beech Drive and street lighting along Cedar Lane and replace with new signals and streetlights.

No bids may be withdrawn for a period of one-hundred twenty (120) days after opening date thereof. The Director, Office of Procurement for Montgomery County reserves the right to reject any or all bids, and may give an offeror an opportunity to cure any deficiency resulting from minor irregularity in a bid or waive the deficiency, whichever is to the advantage of the County. The decision of the Director with respect to whether a defect is a minor irregularity is made in the sole discretion of the Director and is not subject to review.


Bid security must be in the form of a cashier check, certified check, bank letter of credit or bid bond in the amount of not less than five percent (5%) of the Total Base Bid.
