Maloney Hall at Catholic University of America Formerly Used Defense Site “Proposed Plan” Available for Public Review


The U.S. Army Corps of Engineers (USACE), Baltimore District has completed a Site Investigation (SI), and a Time Critical Removal Action (TCRA) for elevated levels of arsenic in the ceiling paint of three basement rooms. The results of the SI and TCRA are summarized in the proposed plan, recommending no further action. The plan is available for public review at the Public Affairs Office, Catholic University of America (CUA) and on the USACE website: http://www.nab.usace.army.mil/Public%20Notices/FUDS.htm.


In 1918-1919, research on the Chemical Warfare Material (CWM) lewisite was conducted at Maloney Hall located on the CUA campus. USACE—Baltimore District and its contractor, URS Group, Inc., con- ducted a remedial SI to determine whether residual contamination remained at the site. Based on the historic information available, a work plan was developed and sampling was completed in February and March of 2006.


The SI focused on the soils behind Maloney Hall where a suspect burial site of laboratory waste materials was reportedly located. It also included peeling paint on the basement ceilings of the three basement laboratory rooms used for lewisite research and sediment that may have collected in a drain line leading from the roof of the building. Samples were analyzed for the primary breakdown products of lewisite. The only indications of residual contamination found during the SI were in samples collected from peeling ceiling paint in three of the basement rooms. These samples contained arsenic at levels notably higher than found in samples from the other rooms, including three background samples collected from the second floor of the building. CUA conducted a records search of activities conducted in the basement lab rooms that had elevated arsenic. The search revealed no recorded activities that would have caused elevated levels of arsenic in the paint.


This notice serves as formal notification of the availability of the proposed plan for review, and the commencement of the 30-day public comment period. The 30-day public comment period will commence on July 7 and end on August 6, 2010. Only comments received prior to the end of the public comment period will be considered. Comments must be postmarked by August 6, 2010 to be considered.


A public availability session is scheduled for July 27, 2010 at Room 201 in McMahon Hall, at the Catholic University of America, 620 Michigan Ave, N.E.,Washington D.C, 20064, from 6:30 p.m. to 8:30 p.m.. Project personnel and stakeholders will be available to provide additional information.
