FOCUS Upgrade Regional Communications Systems and Infrastructure

to Martinez for confirmation that the IPT batteries he had deployed were working well for them. Martinez had nothing but positive feedback, which solidified Brown’s decision to pur- chase from IPT. Brown said, “In the last year we’ve brought forth quite a bit of new technology to make our com- munications more effective. Each new decision we’ve made was con- ducive to our vision of mutual aid and interoperability.”
Indio’s population is just over 83,000 annually; however, in the month of April, it more than doubles during the Coachella and Stagecoach music festivals. Indio PD works with neigh-

boring agencies to manage this mas- sive increase. Indio PD is part of the JPA for the Eastern Riverside County Interoperable Communications Au- thority (ERICA) radio system, which is also co-owned by Palm Springs PD, Cathedral City PD, Desert Hot Springs PD, and Beaumont PD.
These agencies maintain common
channels, as well as their own chan- nels, in order to quickly communicate with each other rather than patching. Indio PD also works in close con- junction with the Riverside County Sheriff’s Department. Although they use the PSEC System and Indio uses the ERICA System, both departments work continuously to improve in-
teroperability between them. However, as with Murrieta PD, the entire infrastructure could be ren- dered moot if the two-way radios they used were powerless. Brown noticed the manufacturer’s batteries were no longer lasting full shift so officers were forced to carry a spare and con- stantly swap out or recharge. Brown knew there was new battery technol- ogy out there, so she began research- ing and testing alternatives. As part of the city bidding process, Brown looked at several other vendors, but most were either very expensive or couldn’t provide technical specifica- tions to validate their Lithium Polymer battery claims.
