STUDYING THE COST OF SERVICE O


ver the past several months, your cooperative has engaged the services of C.H. Guernsey and Company based in Oklahoma City to conduct a cost of service study. A cost of service study is a rather complex process, but it’s a necessary one for all electric utilities.


The study includes an analysis of estimated revenue requirements based on a particular test


projected to produce the needed revenue until at least mid-2018 and possibly further into the future. Your cooperative staff will do all it can to maintain rates where they are now and beyond.

year. We chose the year 2013 with efforts to normalize it to reflect actual and accurate figures and data for a calendar year. To remain financially sound, CEC rates must produce sufficient revenues to cover the cost of providing electric service, while allowing for the continued replacement and expansion of new electric infrastructure. These expenditures are commonly referred to as “revenue requirements” and consist of normal operating expenses and capital improvements, such as lines and poles, across the entire system. Periodically, CEC must examine current and anticipated revenues and expenses to ensure the total revenue is sufficient to cover all revenue and debt requirements.


Another consideration that is key to the cost of service study is the analysis performed to determine the allocation of cost to each class of customer/member. The great news for members: The study found that CEC’s current rates are

If you’ve been watching the winter weather forecast, you may have seen that southeast Oklahoma is listed as a potential winter weather battle zone. Heavy snow and/or the accumulation of ice is a terrible


combination for electric utilities. Of course, weather forecasts are unpredictable, but one thing is not subject to change: Choctaw Electric will call upon all of its resources, including statewide mutual aid, if Old Man Winter takes aim on our area.


In preparation for a potential major storm this winter, co-op management has discussed restoration plans and the use of manpower, equipment and materials with all co-op staff.
